Enterprise Quality Program Manager – Technix LLC
Location: Montgomery, Alabama (Onsite from Day 1)
Duration: 1 year – potential extension
Position: Enterprise Quality Program Manager
The Alabama Medicaid Agency (AMA) is transitioning to a modular Service Oriented Architecture (SOA) for its Medicaid Enterprise Modularity project. As the Enterprise Quality Program Manager, you will oversee quality and testing efforts, working with multiple vendors and methodologies, and ensuring compliance with CMS standards such as MITA, MECL, and MECT.
Responsibilities
Plan, procure, and manage testing services, including vendor management and ensuring overall test effectiveness.
Oversee the PMO vendor’s Quality Management Plan and report to the MES Associate Director.
Collaborate with operational, infrastructure, security, data governance, privacy, and project management teams to maintain a high-performance testing program.
Develop and monitor metrics and KPIs that provide insight into the quality assurance program’s health.
Execute Test Director activities, creating multi-phase Enterprise Test Strategies and evaluating functional, performance, and regression tests, incorporating automated, ad‑hoc, and manual testing.
Leverage Azure DevOps, web-based application testing, and version control systems to support test planning and case development.
Manage multiple test teams for module-level and end-to-end testing, mitigating risks and ensuring alignment with program goals.
Qualifications
7–10 years of quality assurance and test management experience.
3–5 years of developing test strategies for complex business applications and systems.
3–5 years on large multi-vendor projects or teams.
Experience working with senior management and key stakeholders.
Extensive knowledge of MS Office, especially Excel, Word, PowerPoint, and SharePoint.
Strong written and verbal communication skills to explain QA concepts to non-technical audiences.
Preferred Skills
Experience on a Medicaid or major health‑care payer project.
Program and project management experience.
Automated testing concepts.
Knowledge of Medicaid Transformation Initiative.
Experience building and evaluating RFPS.
Strong interpersonal and team‑building skills.
Ability to work independently with minimal direction and under pressure.
Analytical and critical thinking skills.
Adaptability to ambiguity and change.
Education/Certification
Bachelor’s degree in computer science, information systems, or a related field; or 9+ years of equivalent experience.
