Job Summary The Subcontracts Administrator will be responsible for managing and overseeing the full lifecycle of subcontracts in support of Defense related programs. This includes solicitation, negotiation, award, administration, and closeout of subcontracts. Ensuring compliance with government regulations, applicable law and corporate policies while maintaining effective relationships with subcontractors and internal stakeholders are essential for success in this role.
Primary Responsibilities Solicitation and Source Selection
Develop and issue Requests for Information (RFI), Requests for Proposals (RFPs) and Requests for Quotations (RFQs) to potential subcontractors.
Evaluate responses, proposals and quotations, conduct source selection, negotiate terms and conditions, perform cost/price analysis etc.
Subcontract Award and Administration
Draft, review, and negotiate moderately complex subcontract agreements, ensuring compliance with FAR/DFARS and other regulatory requirements.
Administer subcontracts, including modifications, ensuring timely delivery, quality, and performance.
Ensure change management principles are upheld
Compliance and Risk Management
Ensure adherence to all applicable laws, regulations, and internal policies.
Identify and mitigate risks associated with subcontracts, including financial, schedule, and performance risks.
Supplier Relationship Management
Establish and maintain strong relationships with subcontractors, acting as the primary point of contact.
Resolve issues and disputes, facilitating effective communication and collaboration between subcontractors and internal teams.
Documentation and Reporting
Maintain accurate and complete subcontract files and records.
Prepare and present reports on subcontract status, performance, and compliance to management, suppliers, and/or customer.
Continuous Improvement
Participate in improvement initiatives to enhance subcontracting practices and efficiency.
Stay current with industry trends, best practices, and regulatory changes.
Cross-Functional Collaboration Work closely with engineering, program management, contracts, planning and other departments.
Qualifications Education
Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education.
A master's degree or professional certification (e.g., CPSM, CFCMM) is a plus.
Experience
5-7 years of professional experience; or 3-5 years of professional experience with a related Masters degree, preferably in the defense or aerospace industry.
Proven experience with FAR/DFARS and government contracting.A previous Delegation of Authority (DoA) in a similar role.
Pervious experience leading an Integrated Product Team (IPT).
Experience on modernization or facilitation programs in support of the DOD is preferred.
Team Lead or Mentoring experience.
Skills

Excellent written and verbal communication skills.
Detail oriented and organized.
Acts with integrity, works collaboratively, supports continual improvement.
Proficiency in Microsoft Office Suite and ERP software systems.
