Job Summary This position supports Program Directors, Corps Officers, and the Divisional Social Service Department by ensuring all programs operate effectively, align with the mission, and comply with best practices. The Director assists with coordination of internal program policies, quality improvement programs, and adherence to certification and accreditation standards. Oversight includes assessing field operations and supporting divisional programs to maximize community impact.
Outcomes The Director monitors the relationships between Salvation Army programs and government agencies, ensuring compliance with policies, licensing, and accreditation criteria. Works closely with Finance and Social Service departments to provide necessary information to programs. Maintains repository of funding, regulatory, and accreditation applications and ensures all grant and contractual performance and reporting requirements are met.
Assess and enhance effectiveness of divisional social service programs and contracts.
Establish, manage, and improve internal monitoring systems.
Support program compliance and capacity-building for grant‑funded programs.
Facilitate strategic coordination through the Divisional Mission and Program Council (DMPC).
Develop and implement best‑practice processes for program assessments and audits.
Review current program policies and procedures to meet quality assurance standards.
Essential Duties and Responsibilities
Integrate government contract responsibilities with program and DHQ staff.
Assist staff in cultivating relationships with funding agencies and identifying new grant opportunities.
Social Service Reviews and Audits
Facilitate programmatic reviews and audits, including:
Territorial, Divisional & POH SS Reviews
POH Reviews
State Audits (financial and programmatic)
CARF Accreditation
DCFS Accreditation
Other Accrediting Bodies
Develop a network of peer reviewers for program evaluations.
Assist corps and programs in preparing for program evaluations.
Utilize audit findings to drive improvements.
Provide training and coaching on program quality assurance.
Implement action steps based on review findings.
Program Compliance & Capacity Building
Maintain systems for reviewing programmatic and financial effectiveness.
Develop structured training and support for grant‑funded directors and staff.
Equip program leaders with tools for compliance, operations, finances, personnel, and strategic planning.
Collaborate with finance and advancement teams for long‑term sustainability.
Internal Standards & Curriculum Development
Establish minimum competency standards for operations at all levels.
Maintain structured onboarding and training tracking.
Facilitate capacity development for reviewers, directors, managers, committee leads, interns, and caseworkers.
Lead curriculum development for training programs.
Internship Program Management
Develop and implement a structured Divisional Internship Program.
Forge partnerships with higher education institutions in the division.
Develop training curricula for interns.
Build and support a network of qualified supervisors.
Track intern progress and set field‑readiness guidelines.
Conduct exit surveys and assess program effectiveness.
Automate internship processes where feasible.
Demonstrate problem solving, leadership, conflict management, and team building.
Perform additional duties and projects as assigned.
Reporting Relationships The Director reports to the Divisional Social Service Director and works with the Executive Director of Finance, Program Directors, Corps Officers, and Divisional Headquarters staff. Represents The Salvation Army in internal and external stakeholder interactions.

Education / Experience
Master’s degree in behavioral science, public administration, social work, or related field.
Minimum 5 years’ experience in program compliance, accreditation, and quality assurance planning.
Experience developing monitoring systems for program effectiveness.
Strong training and professional development background.
Proficient in managing multiple projects and deadlines.
Compliance with The Salvation Army Social Services Code of conduct.
Valid driver’s license / MVR.
