Minimum Qualifications A minimum of a bachelor's degree in accounting or a major with a concentration in accounting and/or successful experience as a school system finance officer.
Goal This position works closely with the superintendent, principals, board members, and city council members to create and maintain a stable school system budget to provide for and facilitate the best possible educational services with the financial resources available, monitors and manages the school system’s business and operations department, and works to educate system staff members on benefits available to them through state and school system initiatives.
Representative Duties & Responsibilities
Serves as budget director, business manager, and payroll officer for the system.
Demonstrates knowledge and proficiency in the development, revision, production, and communication of financial documents, reports, forms, and materials.
Directs the maintenance and management of files, records, materials, and equipment in an appropriate, accessible, and current manner, including reports necessary for reporting and accountability.
Demonstrates proficiency in drafting written correspondence and answering correspondence received by and on behalf of the superintendent as requested.
Complies with school, system, state, and federal regulations and policies, including the PSC Code of Ethics, as related to job requirements.
Coordinates the presentation, justification, and preparation of additional analyses required to understand the budget proposal for action by the Board of Education and City Council.
Maintains and improves knowledge and skills to promote proficiency in the operations of an organized, modern, updated, and efficient department.
Participates in professional organizations and staff development activities and applies what is learned to the job; accepts new challenges professionally.
Keeps abreast of changes in governmental accounting and ensures that financial transactions are recorded in accordance with Governmental Generally Accepted Accounting Principles.
Compiles necessary statistical data for preparation of the annual school system budget and publishes and distributes the budget as approved by the superintendent, Board of Education, and the City Council.
Supervises the distribution of funds allocated from the Calhoun Educational Foundation.
Conducts the budget process by coordinating the preparation of the budget and assisting key administrators in the review of the budget.
Balances and closes financial periods and adds new funds and accounts.
Maintains documentation and posts all budget transfers and accounts.
Directs the property control system of all school assets and maintains a current inventory of school property.
Supervises the reconciliation of all bank accounts maintained by the board and the preparation and analysis of all financial statements.
Provide a monthly accounting of all income and expenditures.
Completes and submits necessary information for IRS reports.
Interviews, recommends, trains, supervises, and evaluates candidates for positions in the Financial/Business Services department.
Works with schools and other personnel to ensure proper purchasing procedures are followed.
Interprets the financial concerns of the system to the community.
Coordinates, processes, and controls transfer of budgeted funds as requested by appropriate administrators and directors.
Consults with administrators and directors concerning the status of budgeted funds as requested by appropriate administrators and directors.
Consults with administrators and directors concerning the status of their budgetary accounts to guard against expenditures exceeding the budgeted allowance.
Acts as advisor to appropriate personnel on all questions relating to the business and financial affairs of the system.
Assists the local schools with the management and internal auditing of their financial operations.
Assists with facility expansion programs regarding planning, construction, and finance.
Prepares analyses of program costs and methods of financing, including long-range projections of requirements.
Coordinates with the City of Calhoun to project revenue and expenditures, prepare a prospectus for bond sales, and investment/expenditure of bond revenues.
Maintains confidentiality of sensitive information and material; adheres to the chain of command.
Demonstrates initiative and assumes responsibility for all aspects of job responsibilities, and performs routine duties and tasks with little or no direct supervision.
Coordinates with the City of Calhoun to prepare the SPLOST resolution required to renew an existing SPLOST or initiate a newLOST as required.
Oversees the selection and implementation of employee benefits and supplemental retirement plan programs.
Maintains successful working relationships with co-workers.
Compiles and maintains an approved list of vendors.
Oversees disbursements of travel funds.
Performs other duties as assigned by the Superintendent.
Ability to be regularly, predictably, and reliably at work.
Constant and consistent ability to supervise staff.
