Qualifications
Certified Public Accountant preferred but not required 5 years of progressive experience in the management of fiscal operations and experience Ability to work with Superintendent, Assistant Superintendents, principals, certified staff, classified staff, pupils, parents, local agencies and the community. Demonstrated aptitude for successful completion of duties assigned. Such alternatives to the above qualifications as the Board may find appropriate and acceptable. The Director of Finance for the Fannin County School system provides financial leadership to include development of the general fund budget, collaborating on investment and borrowing decisions, establishment of mileage rate for school taxes, and providing financial direction to the Board. Direct the finance, auditing, and purchasing activities to ensure fiscal responsibility ongoing. Adhere to and complies with all applicable federal, state, and local government requirements. To plan and supervise all programs assigned while working alongside other leaders, faculty/staff members, students, parents/guardians and the community to support the mission of Fannin County Schools. Performance Responsibilities
Chief financial officer/Certified Public Accountant Manages all accounting functions; is the Chief Financial Officer for the Board of Education Assembles and supervises the business department’s staff, monitors staff performance, and evaluates department effectiveness. Conducts budget processing from the preparation to the adoption of budgets. Analyzes, forecasts, and controls expenditures and revenues; coordinates and controls the adjustment of budgeted funds. Provides the Superintendent estimates for expenditures for matters in sufficient detail to prepare a program budget based on performance standards and other supporting data. Attends all Board of Education meetings and prepares reports for the Board Develop ongoing and collaborative relationships with internal and external stakeholders to ensure adherence to internal controls and the timely development of financial processing. Oversees internal controls and safeguards related to financial assets of the district. Attends professional conferences and training sessions to keep abreast of financial practices. Develops and implements training sessions for administrators, principals, school level bookkeepers on financial practices, planning, and budgeting; acts as a technical consultant for financial matters to administrators. Develops and implements standard operating procedures for school level bookkeepers; maintains manual for training Annual millage preparation Updates and maintains PCG and other accounting software Grants, bids, and contracts management Coordination of all financial audits Maintenance of all public records SPLOST funding manager Coordinator of school activity accounts Maintain standards of confidentiality Perform other duties as needed and assigned by the Superintendent Demonstrate prompt and in person attendance Seniority level
