***This is an Anticipated Vacancy*** The Senior Information Technology Officer (SITO) directs the Information Technology and Enterprise Project Management Office functions and colleagues. The SITO serves as a key member of the State Board of Administration's (SBA) senior management team providing vision and leadership in all aspects of information technology strategy, management and operations. The position is charged with the development of IT policies in accordance with industry standard frameworks and with the oversight of their implementation. The position actively participates in SBA organizational initiatives and develops IT strategy and plans in support of the SBA's strategic goals, fostering a collaborative partnership focused on business results. The position also provides effective guidance to the organization on technological aspects of disaster recovery and business continuity planning. The Senior Information Technology Officer reports to the Chief Operating Officer (COO).
This role is located in Tallahassee, FL and requires onsite, in office work. Duties include, but are not limited to Developing and directing the SBA's overall IT strategy, service delivery standards, policy development, technology standards and practices Directing the management of Enterprise Project Management functions and colleagues Providing vision and leadership in all aspects of IT management and operations Identifying risks and works with others to manage and mitigate data and technology related risks Providing direction, guidance, and oversight of facilities management functions (staff, tools and processes) Demonstrating ability to effectively manage human and financial resources Developing, implementing and monitoring strategic plans, or works in collaboration with the senior leader over the department, to contribute to the success of the department/unit and the overall organization Ten years of related experience, with five years of the related experience in a supervisory role. A postsecondary degree may be used as an alternative for years of direct experience; 2 years for an associate’s degree, 4 years for a bachelor’s degree, 6 years for a master’s degree, 7 years for a professional degree, or 9 years for a doctoral degree Preferences A bachelor's degree from an accredited college or university in computer science, information systems, or a related field Master's degree from an accredited college or university in computer science, information systems, or a related field Knowledge of investment/asset management operations, business processes and technology needs Working familiarity with systems and technologies similar to those implemented at the SBA,(e.g., Microsoft Windows, Microsoft 365, M365 Copilot, Azure, MS SQL Server, Palo Alto, VMWare) Knowledge of investment management systems such as Eagle Access, eFront, Charles River, Bloomberg Solid experience in implementing and managing sophisticated disaster recovery solutions to ensure business continuity Professional certification in project management (e.g., Project Management Professional (PMP), etc.) Professional certification in information security (e.g., Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), etc.) Knowledge, Skills and Abilities: Deep leadership experience and expertise across all major dimensions of IT in complex settings Ability to align strategy with mission and vision, set ambitious and attainable goals, and make data-informed decisions to achieve results Practical experience in the areas of network services, application development/integration, data management, customer support, disaster recovery (replication/redundancy) and project management Knowledge of current industry trends in IT and the ability to evaluate fitness and efficacy for a given business needs Experience developing and implementing innovative approaches to using and managing technology to accomplish business objectives Significant breadth and depth of experience as an IT strategist and manager at the executive/senior leadership level (preferably with complex financial institutions, pension funds, endowments, etc.) Practical experience and knowledge of IT processes and frameworks, including governance frameworks (e.g., ITIL, COBIT, NIST, CSF), software development process models, project management, change management, etc. Knowledge of and experience in implementing IT internal controls and risk controls Broad business and financial knowledge and ability to develop the implications for technology Honed leadership skills to effectively partner with senior employees, the SBA governing body and organizational stakeholders at all levels to accomplish SBA's goals Superior oral and written communication skills Excellent attention to details Excellent interpersonal skills with employees at all levels of the organization to build trust and cooperation Excellent project management skills Ability to organize, manage, analyze and interpret data Ability to provide vision and leadership Ability to adapt well to and initiate changes in the organization Personal integrity, emotional intelligence, professionalism and accountability Dynamic, self-driven, proactive and decisive leader Seniority level
