The Missouri DOLIR Division of Workers' Compensation (DWC) is undertaking a comprehensive modernization of its legacy Workers' Compensation systems, including replacement of the AS/400-based AICS application with a new "DWC Work Comp Connect" solution. To achieve this, DWC seeks a

Senior Data Architect

to serve as a subject-matter expert (SME) and technical resource throughout the 21-month project (09/01/2025-06/30/2027).

Overall Objectives: Provide expert guidance in data architecture, master data management, and data governance for the entire DWC Modernization project. Ensure accurate, consistent, and complete master data across all new and existing DWC systems. Design and implement robust data migration, data integration, and data warehousing strategies, including end-to-end ETL processes. nalyze existing AICS AS/400 data structures and translate business/data requirements into a modernized relational/columnar data model compatible with AWS-hosted PostgreSQL, SQL Server, Amazon Aurora, and Dynamo DB. Key Responsibilities: Data Migration & ETL: • Oversee all data migration efforts: analyze current data (quality, structure, anomalies), develop transformation logic, and execute incremental/full data loads into new database schemas. • Evaluate existing migration tools; recommend and implement performance optimizations for large-scale data transfers. • Create and maintain data validation and exception reporting processes to ensure high data fidelity throughout migration. Master Data Management & Governance: • Define and standardize master data definitions, coordinate with DWC data stewards to cleanse, reconcile, and govern key entities (e.g., claimants, employers, providers). • Develop and enforce database system standards, data dictionaries, and comprehensive documentation for ongoing data stewardship. • Collaborate with business analysts to identify orphaned or invalid records; recommend remediation plans. Data Modeling & Architecture: • Create detailed logical and physical data models (e.g., using Visio, DataIO) to support the new DWC Work Comp Connect application. • Translate functional requirements from the "Future State Memo" into a normalized/denormalized database design that supports application performance, scalability, and reporting. • Establish and enforce database lifecycle management practices: plan and guide database engine upgrades, utility migrations, and configuration changes to optimize uptime and security. nalytics & Reporting Support: • Develop complex SQL queries to support ad hoc and scheduled reporting, ETL workflows, and automated job scheduling. • Monitor and benchmark database performance baselines, recommending infrastructure adjustments (storage, memory, indexing) as needed. • Serve as the SME for data delivery processes between various systems (e.g., UInteract, FileVine) via RESTful integrations. Technical Oversight & Collaboration: • Partner with DWC Modernization Project Director and ITSD Project Manager to review design decisions, identify technical risks, and ensure alignment with Missouri State security/compliance standards (FERPA, HIPAA, PII/PHI safeguards). • Provide weekly status reports (using ITSD Project Status Report template) detailing tasks completed, upcoming work, risks, and percent complete. Reports due each Monday by EOD. • Facilitate technical knowledge transfer: mentor/guide junior data engineers, collaborate with ITSD staff on development and test plan creation, and assist with defect logging/tracking. Compliance & Security: • Comply with all State security policies: maintain Active Directory credentials, use State-approved VDI or remote desktop methods, and ensure all development occurs on ITSD-provided infrastructure. • Guarantee all services are U.S.-based (no offshore resources). • Manage and secure State Data: enable nightly incremental data extracts to feed the State Data Warehouse, support end-of-contract data extraction (60-day window), and assist with routine extraction validation. Deliverables: Monthly Status Reports: Summarize weekly reports (per ITSD template) for each month (September 2025 through June 2027), delivered via PDAF process. Data Architecture Artifacts: • Logical and physical data models for AICS legacy and new Work Comp Connect schemas. • Data dictionaries, entity-relationship diagrams, and transformation logic documentation. ETL & Migration Scripts: Well-tested SQL/ETL code, quality assurance filters, and exception-handling logic. Master Data Governance Plan: Standardized definitions, data steward guidelines, and remediation procedures. Performance Baseline Reports: Database benchmark metrics and recommended infrastructure changes. Final Data Extract Packages: Complete, validated data extraction for archival and hand-off at project end (within 60 days post 06/30/2027). Staffing Types & Volume: One (1) Senior Data Architect (full-time allocation, U.S.-based) responsible for all data architecture and migration tasks outlined above. Submittal Requirement
