Position Summary The Subcontracts Administrator III oversees the entire lifecycle of subcontracts—from solicitation through closeout—ensuring compliance with federal regulations, the Uniform Commercial Code (UCC), and company procurement practices. The role requires a thorough understanding of contractual obligations, strong negotiation skills, and meticulous attention to detail. Responsibilities include drafting, reviewing, and negotiating subcontracts, monitoring performance, maintaining detailed files, resolving disputes, conducting audits, and preparing status reports. The position is full‑time, on‑site at the St. Louis Hazelwood office, with a schedule of four ten‑hour days, Monday through Thursday, 6:30 AM–5:00 PM.
Responsibilities
Administer subcontracts from solicitation through closeout in collaboration with project managers, procurement, and government contracting personnel.
Ensure procurement of services and subcontracts complies with federal procurement regulations, public law, UCC, and best business practices.
Work with project managers to identify and procure subcontractor resources, equipment, and supplies aligned with project technical and contract requirements.
Review subcontractor scopes of work, evaluate proposals, and issue subcontract terms and conditions.
Confirm compliance with base contract, task order, and FAR requirements in a CPSR‑compliant environment.
Prepare consent submissions, track consent thresholds, manage and negotiate subcontract changes, and oversee subcontract closeout and reporting.
Draft Invitations to Bid and Requests for Proposals.
Review subcontractor and supplier proposals and prepare bid analysis.
Required Skills
Minimum 6 years experience as a procurement/subcontracts specialist for federal government clients, including cost‑reimbursable, time and materials, fixed unit rate, and firm‑fixed‑price subcontracting.
Detail‑oriented with high accuracy.
Analytical with strong data collection, organization, visualization, and assimilation skills.
Effective communicator with strong interpersonal, oral, written, editing, and presentation skills.
Team player fostering collaborative work habits.
Proactive, independent, and self‑directed with initiative to meet tight deadlines.
Proficiency in Microsoft Office (advanced Excel, Word, Adobe Acrobat).
Bachelor’s degree in Business Administration, Accounting, Finance, Project Management, or related field (or equivalent combination of education, training, and experience).
Experience handling confidential information.
Strong technical writing and documentation abilities.
Capability to conduct and supervise subcontract evaluations and negotiations.
Knowledge of federal, state, and local labor laws, wage determinations, and union labor.
Ability to work in a fast‑paced, results‑oriented environment while contributing positively to a team.
Preferred Skills
Experience with various contract types (FFP, FFPLOE, CPFF, T&M, IDIQ).
Knowledge of CPSR requirements and federal acquisition proposal process.
Research skills for locating local and regional resources (equipment, supplies, services).
Extensive experience in government contracting, including AE construction, commercial subcontract review, change order management, lease and license review, and other commercial agreements.
Understanding of FAR/DFAR/EFARR compliance and procurement procedures.
