VP of HR, Labor and Employee Relations City of New York

Reporting to the Senior Vice President of Human Resources, the Vice President of Human Resources, Labor and Employee Relations will supervise the staff of the Labor Relations and Employee Relations Units; review and assess work product; coordinate and oversee special projects; serve as key advisor on labor relations policy and personnel; and participate in collective bargaining negotiations and labor‑management meetings. The VP will also act as agency negotiator in collective bargaining and spokesperson in labor‑management meetings.

Responsibilities

Direct and oversee performance of research and analysis of union and management proposals.

Prepare recommendations and position reports.

Act as spokesperson, strategic counsel, policy advisor, chief researcher, labor costing advisor during negotiations and impasse proceedings.

Implement negotiated items.

Assist in preparations for grievance arbitration and other proceedings.

Promote sound contract administration and harmonious labor‑management relations.

Conduct professional research on complex issues supporting collective bargaining negotiations with multiple labor unions.

Assist in identifying and reviewing management options; construct management action plans and formulate policy.

Administer contracts and grievances, including implementation of labor agreements and dispute resolution.

Administer welfare, annuity and training fund agreements.

Coordinate skilled trades job picks.

Promote harmonious working relations between superiors and subordinates.

Advise on optimizing working conditions and steps for disturbance‑free work.

Provide guidance on Civil Service Law and fitness for duty and disciplinary due process rights.

Recommend best approaches to progressive discipline.

Evaluate requests for terminations, demotions and suspensions.

Monitor employee pre‑ and post‑General Trial suspensions.

Direct management coaching and mediation practices and advise on employee performance and disciplinary matters.

Oversee probation evaluation process.

Preferred Candidates Prefer candidates already serving permanently in the civil service title of Administrative Staff Analyst, or those with a list number on the open competitive list 9058.

Assembly: appointment is provisional; no tenure or permanence accrues pursuant to 65 NYS Civil Service Law.

Minimum Qualifications

Master’s degree in relevant fields with at least two years of full‑time professional experience, including 18 months in executive/managerial/supervisory capacity; or bachelor’s degree with four years of experience; or associate degree with six years of experience; or high school diploma with eight years of experience.

Experience sequence must include supervisory of staff performing professional work in relevant areas.

Preferred Skills

Juris Doctorate degree.

Excellent verbal and written communication and interpersonal skills.

Strong negotiation and problem‑solving skills.

Minimum of seven years of progressive managerial experience in a large municipal labor relations environment.

Experience with NYC Collective Bargaining Law and NYS Civil Service Law.

Proficiency in Microsoft Office Suite.
