Departmental Overview The Office of Environment, Health & Safety (EH&S) provides guidance and services that promote health, safety, and environmental stewardship across the campus community. EH&S is a fast‑paced, inclusive organization focused on workplace safety and environmental protection.

Position Summary Reporting to the Executive Director, the Administrative Services Manager (ASM) serves as EH&S Finance Director and manages administrative functions including budgetary & financial management, business operations, IT systems, facilities, fleet, MOUs, and support of technical teams. The ASM leads a team of administrative staff and partners with senior management to achieve departmental goals.

Responsibilities

Develop and implement administrative programs and processes aligned with departmental priorities; conduct effectiveness analyses and recommend improvements.

Maintain knowledge of campus and systemwide policies, procedures and regulations; provide recommendations for changes.

Provide oversight and leadership in financial & budget oversight, purchasing and vendor management, systems infrastructure, office management & facilities oversight, and administrative support for technical teams and programs.

Serve as EH&S Finance Director: direct analysts, ensure deadline compliance, develop budgets, prepare financial reports, manage vendor relationships, and negotiate MOUs.

Manage systems and procedures protecting departmental assets; administer information systems hardware, operating systems and network management.

Oversee office management and facilities: fleet management, access control, telecom, inventory control, and physical plant rehabilitation.

Provide administrative support for technical teams: planning, resource allocation, application programming priorities, project management, communications, training, and other programmatic support.

Participate in staff development, professional committees, trainings, conferences, and mentoring.

Maintain campus/systemwide training compliance and emergency support functions during campus‑wide disaster events.

Required Qualifications

Broad knowledge of organizational processes, protocols and procedures with focus on budget, account and fund management.

Experience in financial analysis, reporting techniques, risk management planning, and accounting and payroll.

Knowledge of information technology and ability to manage IT staff.

Excellent interpersonal skills for effective leadership, motivation, and customer service.

Collaboration skills with internal departments and external stakeholders.

Management and conflict resolution skills.

Strong verbal and written communication skills; ability to influence all levels of staff.

Organizational and customer service skills to manage multiple priorities.

Ability to evaluate complex issues and identify preferred options for resolution.

Ability to organize department work efficiently and effectively.

Knowledge of common organization‑specific computer applications.

Demonstrated commitment to diversity, equity, inclusion and belonging.

Bachelor’s degree in a related area and/or equivalent experience/training.

Preferred Qualifications

Experience in a management position.

Familiarity with UC systems (CalPlanning, CalAnswers, BFS, BearBuy, IS&T Telecom Service Catalog, UCPath, ServiceNow/ServiceHub, Facilities Services work order system, Berkeley Equipment Tracking System [BETS] and other campus services systems).

Salary & Benefits This is a 100% full‑time, exempt career position paid monthly and eligible for UC Benefits. The budgeted salary range is $130,000.00 – $165,000.00 commensurate with experience.
