Job Summary The Senior Director of Property Management provides strategic leadership and oversight for property management operations across PPL’s portfolio of approximately 1,600 affordable and supportive housing units. This role ensures operational excellence, regulatory compliance, financial performance, and a positive resident experience while aligning with PPL’s mission and strategic goals. The position collaborates closely with Finance, Asset Management, Resident Services, and Real Estate Development teams.

Essential Duties and Responsibilities Property Oversight

Maintain continuous oversight of property conditions, including maintenance of building systems and structures, appearance, adherence to capital improvement plans, resident satisfaction and overall lease compliance, and curb appeal.

Ensure standardized procedures for preparation, follow-up, and corrective action on all third‑party and regulatory inspections.

Monitor portfolio trends.

Compliance Oversight

Oversee compliance with LIHTC, HOME, PBV, MHOP, CDBG, HUD, and other regulatory programs across the portfolio.

Ensure timely and accurate completion of certification files, reporting, and quality assurance audits.

Establish high standards of compliance training and monitoring for site and portfolio staff.

Leadership, Talent Development & Department Management

Provide inclusive, forward‑thinking leadership to the Property Management Department.

Recruit, develop, and retain a diverse, high‑performing workforce.

Coach, mentor, and empower emerging leaders to grow into stronger managers.

Support the implementation and evolution of department technology systems, including Yardi and related platforms.

Strategic Planning and Departmental Management

Responsible for managing departmental strategic and annual planning, goal, and work plan development.

Report to PPL administration and Board as required or requested.

Co‑create and ensure that risk management policies and procedures are implemented, updated as necessary, and followed by departmental staff.

Government, Partner, and Public Sector Communication

Serve as a primary liaison with state, county, and city agencies, including regulatory bodies, funders, inspectors, and elected/appointed officials.

Strengthen collaborative relationships with government partners to support ongoing compliance, funding, and operational needs.

Resident Experience & Community Relations

Support the integration of resident‑centered approaches, trauma‑informed practices, and responsive customer service throughout PMD.

Promote collaboration with Resident Services to support resident stability and community well‑being.

Qualifications Minimum Requirements

Demonstrated proficiency in property management systems (Yardi strongly preferred), spreadsheet tools, and standard software.

Strong financial analysis skills and understanding of property management financials.

Comfort with public‑facing work, including representing PPL in meetings with city, county, and state officials.

Deep knowledge of real estate operations, affordable housing regulations, compliance programs, and operating subsidy structures.

Education and/or Experience

BA/BS degree in Housing, Real Estate, Business Management, or related field (additional education may substitute for experience).

8–10 years’ experience in property management.

Salary / Hours Full Time/Exempt: $115,000–$120,000 annually.
