Senior Corporate Recruiter (Program Manager)
This Program Manager (PM) will ensure delivery of all performance under the contract and subordinate task orders for the Foreign Affairs Security Training Center (FASTC). The PM will directly supervise and oversee all Site Managers, DPM, Recruiter, Program Financial Analyst, and contractor Program Management Office (PMO), and ensure quality recruiting, hiring, personnel management, and support of all personnel under the contract. Places of performance will include SA-11, FASTC, SA-7, other USG facilities, and contractor office as required.
Base pay range $105,650.00/yr – $132,417.00/yr
Responsibilities
Serve as focal point for all contractor functions that pertain to performance under the contract.
Interacts on a weekly basis with Contracting Officer, Contracting Officer’s Representative, and Government Technical Monitors to ensure required performance levels.
Supervise, oversee, and direct ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the contract and task orders.
Advise and assist regarding the technical scope of the contract.
Accomplish human resource objectives by overseeing and ensuring effective recruiting, selecting, orienting, developing, counseling, and disciplining employees.
Plan, establish, and review compensation actions, enforce policies and procedures.
Ensure timely and accurate reporting, provision of qualified personnel for each task order, and timely and accurate implementation of the requirements of the contract SOW.
Ensure all aspects of planning, scheduling, organizing, managing of all contractor personnel.
Ensure professional development training as required for personnel.
Oversee on‑time delivery of requirements, invoicing, and other fiscal management functions.
Review, assess, manage, and correct any behavior by contractor personnel that would reflect poorly on the Department of State or contract company.
Required Experience & Qualifications
Bachelor’s degree required in a Business, Management, or Security Administration related field.
At least thirty (30) years of professional experience, at least fifteen (15) managing large government programs.
Must have at least five (5) years of experience as a program manager responsible for meeting government contract requirements as a contractor.
Must have at least fifteen (15) years of leadership/supervisory experience.
Demonstrated ability to manage contracts including handling Diversity Initiatives, HR, and EEO related issues in a Government workforce setting.
Security Clearance Required: Top Secret.
Pursuant to the Government Contract, you must be a U.S. Citizen.
Demonstrated ability managing contracts in excess of $30 million annually and a workforce of over 250 personnel.
Experience with Department of State (DOS) policies and procedures domestically and abroad.
Experience with the function, policies, and procedures associated with security operations of U.S. Embassies and Consulates.
Demonstrated experience in planning, evaluating, analyzing, and implementing government programs.
Experience as an instructor or manager of adult education programs for security professionals.
Excellent oral and written communication skills, including ability to communicate solutions effectively to both contractor and government audiences.
