PROJECT MANAGER - CAPITAL IMPROVEMENT PROGRAM

JOB SUMMARY
The position will focus on delivering projects in the area of distribution and water and wastewater systems for the Capital Improvement Program. Project Manager (PM) responsibilities include overseeing the design process and ensuring that standard program protocols and procedures are followed, resolving delivery issues, and reviewing work progress and progress payments. The position requires excellent technical skills combined with an acumen for project management, consulting and client service.
ESSENTIAL DUTIES
Managing contractors performing various wastewater and distribution systems projects including tracking schedule, budget, performance, utilization and submittals as well as holding status meetings
Providing input and recommendations to overcome contractor problems encountered in the field
Coordinating with construction managers, community outreach, engineering, and contractors as needed
Client management, effectively communicating with clients to develop collaborative solutions
Discussing project results and recommendations with clients to facilitate informed decision‑making
Writing, reviewing, and providing clear, concise input to investigation, regulatory, or solutions reports
Managing deliverables to scope, schedule, and budget
Attending regularly scheduled progress meetings
Coordinating with Construction Manager during the construction phase
REQUIRED SKILLS
Experience with Capital Improvement Programs (CIP)
Experience with various contracts: Design‑Bid‑Build (DBB), Design‑Build (DB), Construction Manager At Risk (CMAR), Progressive‑Design‑Build (PDB)
Distribution Systems and Wastewater Systems experience
Ability to work with owner’s representative through planning, design, and construction phases
Experience with Microsoft Word and Excel programs
Familiar with Project Management Information System (PMIS) software
REQUIRED EXPERIENCE
Bachelor’s degree in civil engineering or another applied subject
Minimum 5 years’ technical experience in water/wastewater system assessment, design, and construction
Excellent verbal and written communication skills
Experience in client service management
PREFERRED QUALIFICATIONS
Working knowledge of ArcGIS with associated production of maps, files, and lists
Delivery of consent decree programs
LICENSES, CERTIFICATIONS, AND REGISTRATIONS
Valid Georgia Driver’s License and maintenance of a Motor Vehicle Record (MVR) that meets company policy standards
NASSCO certified (MACP and PACP) – preferred
Professional Engineer (PE) – preferred
Certifications related to project management – preferred but not required
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort including, but not limited to, lifting, carrying, pushing and/or pulling objects and materials of light weight (generally 25 pounds and less)
May involve extended periods in a seated position up to 75% of the workday at a keyboard or workstation
Must be physically able to operate a variety of job‑related machines and/or office equipment
Ability to stand at least 25% of the workday
WORK ENVIRONMENT
This job combines office with some field work
Willingness to travel as required
