The Unclaimed Property Division (UPD) of the California State Controller’s Office plays a vital role in reuniting Californians with their lost or forgotten assets, such as bank accounts, stocks, or uncashed checks. This division safeguards unclaimed property and works diligently to return it to its rightful owners, ensuring fairness and financial equity across the state. Job Description And Duties With general direction provided by the Staff Services Manager II of the Holder Operations Bureau, the Staff Services Manager I (SSMI) is responsible for managing, planning, and directing the activities of the Outreach and Compliance Unit (OCU). The OCU is responsible for identifying non-compliant businesses and providing instructions to holders to ensure compliance; obtaining data from other agencies and from subscriber databases to compare unclaimed property reporting for the purpose of identifying non-compliant businesses; and helping to educate the public about the program and create a greater awareness and greater likelihood that holders will be in compliance with escheatment laws.
The incumbent is expected to foster an environment that promotes the use of teamwork and integrates division and departmental values in the relationship, performance, integrity and execution of business functions.
Provide supervision and guidance to staff. Establish and communicate roles, responsibilities, standards, procedures, policies, and guidelines for conduct and performance of tasks. Recommend goals and objectives for the OCU, review and evaluate the unit’s performance against those goals and objectives, and redirect the allocation of resources, as necessary, to achieve defined goals. Oversee the management of workloads by ensuring that systems are in place to monitor and to maintain accurate statistical data for tracking workloads and execution of established policies and procedures. Report Unit workload production to management on a weekly basis.
Manage the planning of outreach activities. Travel intrastate and interstate to conduct business meetings with holders and other representatives, as deemed necessary.
Ensure that current program operations are operating effectively and efficiently by overseeing the processes and projects to improve the processes within the unit. Develop systems for gathering and analyzing customer service feedback to improve program operations.
Enforce effective personnel management practices in all aspects of managing and supervising staff, including but not limited to, overseeing timely preparation of probationary reports and employee evaluations in the section, ensuring timely and appropriate hiring practices are in place and followed, and ensuring that appropriate training programs are in place.
Act as a member of the Unclaimed Property Division (UPD) management team in developing solutions to issues, short- and long-term planning at the Section and Bureau level.
Provide supervisory backup for the UPD Safe Deposit Unit as needed and act as a member of the UPD management team in developing solutions to issues, short- and long-term planning at the Section and Bureau level.
