Position Duties The total salary range for the Parks, Recreation and Facilities Supervisor classification is $112,563.36 – $137,220.72 annually. This amount includes an approximate five percent (5%) ongoing non‑pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.
The PRNS Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city‑owned facilities including one (1) year‑round program, the development and implementation of the Learn to Swim Program, Recreation Swim Program, staff certifications, contracts with external partnerships, and management of full‑time and part‑time seasonal staff.
Responsibilities
Oversee and administer Aquatics programs at six city‑owned facilities, including one year‑round program.
Develop and implement Swim programs (Learn to Swim, Recreation Swim) and related training programs.
Manage staff certifications, contracts with external partners, and full‑time and part‑time seasonal staff.
Oversee maintenance and capital improvements for City‑owned pools: daily pool chemistry checks, vacuuming, monitoring automated chemistry systems.
Develop annual capital plans for pools and perform other necessary duties to maintain pools in good working order.
Supervise, train, and evaluate subordinate staff.
Gather and compile statistical, program, race, and ethnicity data.
Prepare and review records, forms, reports, permit applications, and grant reporting.
Handle cash and perform cash reconciliation, monitor and track budgets.
Prepare, control, and implement budgets for specialized service programs within assigned area.
Estimate equipment, material, manpower, and time necessary for work completion; set priorities.
Ensure all City safety protocols are followed; responsible for equipment and inventory control.
Maintain recreation public facilities in a clean, safe condition; conserve natural open space.
Plan, coordinate, and supervise comprehensive recreation activities for all age groups.
Supervise public contact, liaison work, and presentation of programs related to recreation services.
Provide information regarding services and programs available through all forms of media.
Develop, review, and/or supervise contracts for development, operations, projects, or sponsorships.
Supervise the development of resources through fundraising, solicitation of donations, or co‑sponsorships, and obtain grants to support programs.
Administer revenue‑generating activities including fee collections, revenue projections, and revenue analysis.
May develop proposals for methods to enhance facility or operation with non‑traditional funding sources.
Research, evaluate, and recommend new and existing policy and/or organizational changes aimed at organizational development and improvements.
Align program objectives and work plans with department’s cost recovery, fee generation, and financial sustainability targets.
Perform other related work as required.
If assigned to field work, possess ability to lift, carry, push, and pull materials and objects up to 50 pounds using proper equipment.
Daily pool chemistry checks, pool vacuuming as needed.
Annual preseason opening and closing efforts of City‑owned pools.
Management and planning of annual maintenance of City‑owned pools.
Participation in development of annual capital budget to support pool repairs.
Evaluate and implement spending plan for pool operations budget and maintenance budget.
Possess desirable professional certifications: American Red Cross Lifeguard Training, CPR for the Professional Rescuer, Basic First Aid, Water Safety Instructor, Instructor Trainer (Water Safety Instructor, Lifeguard Training), Certified Pool Operator or Aquatics Facility Operator, and other required trainings.
Minimum Qualifications Education and Experience:
Two (2) years of undergraduate coursework and four (4) years increasingly responsible experience in the maintenance and operations of a park or administering recreation programs, including two (2) years in a lead capacity.
Acceptable Substitution:
Additional related experience may be substituted for the education requirement on a year‑for‑year basis. A bachelor’s degree may be substituted for up to two (2) years of the required experience. There is no substitution for the lead experience.
Required Licensing:
Valid State of California Class B driver’s license with applicable endorsements may be required.
Other Qualifications Competencies:
Knowledge of public relations, revenue accounting, budgeting, contract administration, pool chemistry, and general pool maintenance equipment. Ability to communicate effectively, lead, and collaborate; ability to study policy and make recommendations; ability to monitor capital improvement projects.
Selection Process
Provide an example of a project or assignment you were responsible for that required collaboration with various department staff, external stakeholders, and/or the community.
Describe your experience with managing a Recreation Facility, Park, or Aquatics Facility.
