Managed Care Unit Supervisor Colorado Department of Revenue – Department of Health Care Policy & Financing (HCPF)

Join our Cost Control and Quality Improvement Office as a Managed Care Unit Supervisor. The role reports to the Unit Director and supports the State of Colorado’s Medicaid programs.

Responsibilities

Maintain oversight of the day‑to‑day operations of the Managed Care Unit, including supervising the unit’s employees.

Develop a strategic action plan for the unit with emphasis on managed care and benefit definition related to amount, scope and duration of services.

Manage the needs assessment for the unit.

Develop and defend decision items each year in the legislative process.

Establish goals and objectives to meet the Department’s overall mission.

Supervise activities and all aspects of development and implementation of tasks assigned to the Managed Care Unit.

Provide oversight for Medicaid Managed Care and Dual Special Needs Program (DSNP) contracts and serve as a resource for managed‑care aspects of Medicaid mental and physical health contracts.

Provide direction and assistance with drafting, negotiating, processing, and implementing contracts, amendments, and waivers for Medicaid managed care and DSNP programs.

Serve as the Unit’s primary liaison with other Department divisions and sections, state agencies, providers, vendors and advocates to support the Department’s broad program and policy direction.

Evaluate significant changes and provide direction to senior managers and line staff on policy, operational implications and impact on current managed care policies and ACC contracts.

Work collaboratively with individual benefit and program managers, including the Accountable Care Collaborative (ACC), to develop strategies to increase managed care through the ACC to improve overall health outcomes.

Oversee the integration and promotion of managed care programs into the ACC to achieve effective and efficient program improvements and enhancements.

Minimum Qualifications

Eight (8) years of professional experience in Medicaid, managed care, health care policy or a related field.

OR a bachelor’s degree in public policy, health care administration or a related field and four (4) years of professional experience in the same areas.

Educational substitutions: Associate = 2 years, Bachelor = 4 years, Master = 6 years, Doctorate or JD = 7 years of experience.

Preferred Qualifications

Prior state experience with federal and state regulations.

Medicaid managed care experience.

Experience in Dual‑eligible Special Needs Plans (DSNPs).

Supervisory experience.
