Description of Job
What you’ll be doing
Maintain oversight of day‑to‑day operations of the Managed Care Unit, including supervising and managing the workload of unit employees.
Develop a strategic action plan for the Unit with emphasis on Managed Care, including benefit definition related to amount, scope, and duration of services.
Manage the needs assessment for the Unit.
Develop and defend decision items each year in the legislative process.
Establish goals and objectives to meet the Department’s overall mission.
Supervise activities and all aspects of development and implementation of tasks assigned to the Managed Care Unit.
Provide oversight for the Medicaid Managed Care and Dual Special Needs Program (DSNP) contracts and serve as a resource for managed care in Medicaid mental and physical health contracts.
Provide direction and assistance with drafting, negotiating, processing, and implementing contracts, amendments, and waivers.
Serve as the Unit’s primary liaison with other Department divisions and sections, state agencies, providers, vendors, and advocates.
Evaluate significant changes and provide direction to senior managers and line staff on policy and operational implications.
Collaborate with benefit and program managers and the Accountable Care Collaborative (ACC) to develop strategies to increase managed care via the ACC.
Oversee the integration and promotion of managed care programs into the ACC to improve overall health outcomes.
Residency Requirement Only residents of the State of Colorado at the time of submitting your application are eligible.
Minimum Qualifications There are two ways to qualify:
Option 1 – Experience Only Eight (8) years of professional experience working in Medicaid, managed care, health care policy, or a related field.
Option 2 – Education and Experience Four (4) years of professional experience in Medicaid, managed care, health care policy, or a related field *plus* a bachelor’s degree in public policy, health care administration, or a related field.
Education substitutes for experience on a year‑for‑year basis:
Associate degree – 2 years of experience
Bachelor’s degree – 4 years of experience
Master’s degree – 6 years of experience
Doctorate or Juris Doctor – 7 years of experience
Preferred Qualifications
Prior state experience with federal and state regulations
Medicaid managed care experience
Experience in Dual‑Eligible Special Needs Plans (DSNPs)
Supervisory experience
Highly Desired Knowledge, Skills, and Abilities
Knowledge of Dual‑Eligible Special Needs Plans (DSNPs)
Knowledge of federal and state regulations
Strategic thinking
Initiative and ability to execute projects and plans
Interpersonal skills to develop trust among teams and stakeholders
Team leadership skills to motivate others and consistently achieve goals
