Electrician Supervisor Location : Architect of the Capitol, Washington, DC

Summary

This position is within the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent Library Buildings and Grounds, Assistant Superintendent Facilities Operations Division, Maintenance Branch, Electrical Section.

The Electrician Supervisor oversees the operations of the Electrical Section in support of the Library of Congress Buildings and Grounds.

Duties and Responsibilities

Lead employees in troubleshooting, installing, maintaining and repairing electrical systems.

Provide waste‑management guidance and ensure compliance with hazardous (e.g., lead paint, solvents) and universal (e.g., lamps, batteries) waste‑management requirements as well as all OSHA safety rules and regulations.

Act as the Responsible Contact Person (RCP) during major weather events, coordinating emergency response and determining causes.

Investigate work‑related problems (excessive costs, low productivity, morale issues), determine causes, implement corrective actions, and recommend solutions to staffing problems.

Track and maintain logs of required annual inspections, testing, and maintenance contracts; promote a positive work environment; maintain production reports and records.

Oversee the creation and management of individual development plans and develop all career‑ladder positions with clear promotion pathways.

Communicate daily work plans and progress; perform quality assurance of work by subordinates; enforce Collective Bargaining Agreements; investigate grievances and complaints and resolve them informally.

Lead electrical installation, maintenance and repair tasks—evaluating, adjusting and repairing electronic stabilizers, dimmer panels, motor control centers, switchgear, fire‑alarm and security systems; maintain high‑tech light systems and associated electronic mechanisms.

Requirements and Qualifications Eligibility and qualification requirements must be met by the closing date.

The candidate must meet the following screen‑outs required for this position:

Demonstrated ability to lead employees in electrical work and comprehensive knowledge of the National Electrical Code, local codes, trade methods, and environmental regulations.

Experience with electrical installation, maintenance, and repair of complex systems, including HVAC, lighting, fire‑alarm, security, and control systems.

Proficiency in reading and interpreting engineering drawings, wiring illustrations, and regulatory documents.

Prior supervisory or managerial experience with personnel management: training, discipline, development plans, conflict resolution, and collective‑bargaining‑agreement enforcement.

Knowledge of hazardous waste‑management practices and OSHA safety regulations; ability to ensure proper use of personal protective equipment (PPE).

Ability to investigate and solve problems regarding cost, productivity, safety, and morale; implement corrective actions and recommend staffing or procedural changes.
