Base Pay:

$191,929.00/yr – $225,700.00/yr

Applicants pending completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

United States Citizenship:

Be a citizen of the United States.

Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency:

Proficient in spoken and written English as required by 38 U.S.C. 7403(f).

Education:

Doctoral degree in psychology from a graduate program accredited by APA, PCSAS, or CPA, at time of completion.

Or—Doctoral degree in any area of psychology plus re‑specialization program (including an approved internship) that meets conditions.

Or—Doctoral degree awarded 1951‑1978 from a regionally accredited institution with a dissertation primarily psychological.

Internship:

Successfully completed a professional psychology internship accredited by APA or CPA, consistent with assignment.

Or—New VHA psychology internship programs in process of APA accreditation if sanctioned by VHA Central Office Program Director for Psychology.

Or—VHA facilities offering full‑time one‑year pre‑doctoral internships prior to PL 96‑151 considered acceptable.

Or—Internship not accredited by APA or CPA if currently board certified by American Board of Professional Psychology; board certification must be maintained.

Or—Doctoral degree 1951‑1978 with equivalent one‑year supervised internship experience acceptable if verified by doctoral program.

Licensure: Hold full, current, unrestricted license to practice psychology at doctoral level in a U.S. state, territory, or the District of Columbia.

May qualify under Grandfathering Provision as described in VA Qualification Standard for this occupation.

Grade Determinations:

Additional qualifications for GS‑15 (above full performance level) include at least 4 years professional psychologist experience, including one year equivalent to GS‑14 level.

Professional Skills (KSAs)

Ability to supervise and manage a large group of professional staff effectively.

Skill in interpersonal relationships, conflict resolution, and collaboration with supervisors from other units.

Accurate application of qualification standards.

Develop appropriate productivity standards for professional staff.

Knowledge of goals and objectives of the medical center and VISN and communication to subordinates.

Preferred: 5+ years supervisory experience.

Duties and Responsibilities

Position located at Miami VA Healthcare System – Miami, Florida.

Mission: Ensure Veterans receive accessible, high‑quality, comprehensive mental health care that promotes recovery, resilience, and well‑being.

Lead with integrity and compassion, upholding VA values while advocating for innovative programs.

Open continuous announcement remains open until filled; applications accepted ongoing; weekly referrals.

Promote and communicate program vision, mission, and goals among staff.

Advocate for resources to meet mental health service goals.

Serve as voting member and chair of the Mental Health Committee.

Represent (or delegate) the Mental Health Council on suitable committees, boards, and councils of the VA and VISN.

Collaborate with Psychology Service Chief, Psychiatry Service Chief, and Administrative Officer in annual development and evaluation of goals and objectives.

Initiate personnel actions concerning core staff: hiring, promotion, evaluation, recognition, counseling, reprimand, discipline, termination.

Establish performance plan with host facility Director or VISN Director and review annually.

Physical Requirements

Generally minor demands; primarily sedentary in climate‑controlled clinical and administrative settings.

Required to lift 15‑44 pounds, carry 15‑44 pounds, walk 1‑3 hours, reach above shoulder, use hands/fingers, sit 4‑6 hours, stand 1‑2 hours, repeated bending, use stairs/elevators, functional vision, clear speech, hearing, emotional stability.

Occasional relocation of boxed materials and equipment, room setup, physical inspections.
