The VSP ensures compliance with the laws governing vehicle titling and registration, provides guidance and training to authorized agents, audits and enforces Colorado’s emissions program, and supports the emissions operations of the Department of Motor Vehicles (DMV). Position: Policy and Compliance Director
The Policy and Compliance Director joins the senior leadership team of VSP, shaping and implementing policies that affect citizens, stakeholders, and partners throughout Colorado. This senior role directly supports Vehicle Services and DMV leadership, serving as the primary source for policy, compliance guidance, and advice. The Director translates policy ideas into practical solutions, supports compliance, policy, and administration functions, and works cross‑functionally with DMV leaders. Responsibilities
Translate complex legal and regulatory requirements into clear, actionable business procedures and control documents for multiple audiences. Track legislative and regulatory changes, including bills, amendments, committee hearings, and agency rulemakings. Monitor implementation of new legislation and regulations, identifying challenges and opportunities for improvement. Prepare summaries and analysis of legislative and regulatory proposals for internal and external audiences. Provide input and recommendations on proposed legislation, audits, and regulations, including drafting amendments, preparing testimony, and developing talking points. Ensure VSP Emissions operations adhere to statutory requirements, regulatory standards, and established protocols. Oversee VSP response to legal requests for records and information, including court orders, subpoenas, litigation, and Colorado Open Records Act requests. Conduct in‑depth research and data gathering using quantitative and qualitative data, academic literature, reports, and expert consultations to build a robust evidence base. Critically assess policies to identify inefficiencies or inadequacies, recommending and ensuring equitable and effective solutions. Maintain comprehensive policy outcomes on various sectors, demographics, and economic indicators. Support the development and implementation of stakeholder engagement strategies to gather input, build consensus, and foster collaboration on policy issues. Represent the agency at public hearings, meetings, conferences, and other events, effectively communicating the agency’s policy positions and priorities. Residency Requirement

H1R6XX – POLICY ADVISOR VI Minimum Qualifications
Experience Only:
Nine (9) years of relevant experience in public policy, including legislative experience, policy creation, policy implementation, and leading strategic planning for a policy or compliance department within a complex regulatory environment. Education and Experience:
A combination of related education in Law, Political Science, Management, International Relations, and/or nine (9) years of related experience. Preferred Qualifications
Juris Doctorate degree preferred. Additional years of experience in policy development and government relations. Background in legal research and analysis and legislative processes. Experience in stakeholder and community engagement. Proven history of public speaking in professional meetings, conferences, and public hearings. Strong critical thinking skills for building evidence‑based presentations. Overseeing compliance risk controls and assessing policy violations. Conditions of Employment with the CDOR
Employees operate in a position of public trust, maintaining the highest standards of honesty, integrity, and public confidence. All personnel must file necessary Colorado Individual Income Tax (CIIT) returns and undergo a pre‑employment evaluation of tax records for compliance. Final candidates complete background investigation and reference checks before appointment. Compliance with the new fleet vehicle policy requires regular Motor Vehicle Records (MVR) reviews for employees operating state fleet vehicles. Minimum Qualification Screening
