Join SCIF Accreditation SME role to provide expert consultation for the construction of a new ICD 705 compliant Sensitive Compartmented Information Facility (SCIF) under the direction of a Federal Security Manager.
Scope of This Support
ICD 705 Interpretation: Interpret and implement ICD 705 and related documents including Version 1.5 policy.
Design and Implementation Support: Provide support for conceptual and implementation design related to SCIF design and construction within the PWS.
General Contractor Vendor Support: Collaborate with the general contractor to achieve schedule milestones and certify application of milestones.
Documentation Development: Develop required documentation (e.g., CSP, FFC, Pre‑Construction Checklist, TEMPEST Checklist) for submission to the AO for approval.
Subject Matter Expert (SME) Support: Support Cognizant Security Agency (CSA) and AO with inquiries and requests for information.
Design Review Support: Review all drawings and designs at mandated intervals, providing comments and written recommendations to ensure ICD 705 compliance in drawings, construction reviews, implementation plans, and other documents.
Progress Inspections: Perform progress inspections during both phases of the project.
Meeting Participation: Participate in construction meetings during all phases and virtual working sessions to review design plans and requirements.
Procedure Implementation: Implement procedures levied by the AO for the approved CSP.
Security Oversight: Provide security oversight of construction in accordance with ICD 705 and TEMPEST best practices.
Material Controls: Develop and implement material controls.
Location: The position is based at the Naval Reactors Headquarters at the D.C. Navy Yard on an as‑needed basis; some remote work may be allowed on a situational basis.
Qualifications
DOE Q Clearance or DOD TS Clearance required.
Minimum 10 years of advanced skillset in SCIF final approval accreditation support.
Expert knowledge of SCIF construction and standards, including comprehensive design and review experience.
Advanced proficiency in reading and interpreting blueprints.
In‑depth understanding of SCI/SCIF physical and technical standards (e.g., RF Shielding, TEMPEST, STC attenuation).
Expert knowledge of the Defense Intelligence Agency (DIA) accreditation process and ability to interpret DNI policies.
Knowledge of the DOE/NNSA‑specific SCIF accreditation process is highly desirable.
Selected applicants are required to submit to drug testing and a background investigation as part of the Department of Energy clearance process.
