Clearance Required - Site Security Manager
Position:

Security Clearance:
DOE L-level clearance (minimum); Q-level may be required
Duties and Responsibilities
ICD 705 Compliance & Policy Interpretation
Interpret and implement ICD 705 (Version 1.5), ICD 705-01, ICD 705-02, and IC Technical Specifications v1.5.1
Ensure all SCIF design and construction adheres to newly promulgated Version 1.5 policy requirements
Review drawings, designs, and specifications at mandated intervals for ICD 705 compliance
Provide written recommendations to ensure compliance in drawings, construction reviews, and implementation plans
Construction Security Plan Management
Develop and maintain CSP as a living document throughout both project phases
Generate and provide guidance on CSP updates based on construction realities and design changes
Implement procedures levied by AO for approved CSP
Develop required documentation including Fixed Facility Checklist (FFC), Pre‑Construction Checklist, TEMPEST Checklist
Tempest & RF Shielding Oversight
Provide oversight of all aspects of Radio Frequency (RF) shielding and TEMPEST counter‑measure requirements
Coordinate instrumented RF/sound attenuation testing as required
Ensure compliance with NISP Directive 001‑23 mandatory RF countermeasure requirements
Complete TEMPEST Forms A and B for submission to AO
Construction Phase Support
Perform progress inspections during both phases of the project
Conduct off‑hours construction surveillance as scheduled (evenings/weekends)
Participate in construction meetings during all phases and virtual working sessions
Provide security oversight of construction in accordance with ICD 705 and TEMPEST best practices
Develop and implement material controls and site access controls
Collaborate with general contractor to achieve schedule milestones and certify milestone application
Act as primary point of contact between construction team and CSA/AO
Support CSA and AO with inquiries, Requests for Information (RFIs), and Subject Matter Expert (SME) support
Assist with review and incorporation of AO comments to mitigate issues not required under ICD 705
Coordinate with Navy SSO in accordance with NISP Directive 009‑22 and NAVADMIN 169‑23
Final Accreditation Support
Finalize all requisite documentation for submission to AO for Final Accreditation (TEMPEST/Physical)
Assist with proactive submission of forms and documents for initial and final accreditation
Attend on‑site pre‑inspections to outline non‑compliant ICD 705 standards before AO walk‑through inspections
Ensure achievement of final accreditation for both physical and TEMPEST requirements
Mandatory Requirements
Experience
Minimum 10+ years of demonstrated SCIF accreditation support
Expert knowledge of SCIF construction and standards, including comprehensive design and review experience
Proven track record of supporting projects through final AO accreditation approval
Recent (within 2 years) project experience applying ICD 705 Version 1.5 policy
Direct experience with DIA accreditation process as Accrediting Official
Technical Expertise
Advanced proficiency in reading and interpreting architectural and engineering blueprints
In‑depth understanding of SCI/SCIF physical and technical standards including:
RF Shielding requirements and testing methodologies
TEMPEST requirements and electromagnetic countermeasures
Physical security requirements (access control, intrusion detection, etc.)
Expert ability to interpret Director of National Intelligence (DNI) policies and IC Technical Specifications
Security Clearance
Active DOE L-level clearance (minimum requirement)
Q-level clearance may be required depending on specific access needs
Must be U.S. Citizen
Ability to pass DOE Personnel Security Assurance Program (PSAP) requirements
