Delivery Director - Mental Health

to drive strategic change and deliver high-impact transformation across our mental health portfolio.

This is a full-time position on a fixed term contract for 12 months.

Main duties of the job About the Role

As Delivery Director, you will lead the

All-Age Mental Health Transformation Programme , shaping services across community mental health, inpatient care, and crisis/urgent care pathways. Reporting to the Chief Operating Officer, you'll work collaboratively with system partners, clinicians, people with lived experience and the voluntary sector, to ensure services are innovative, inclusive, and aligned with national priorities.

This is a senior leadership role requiring vision, resilience, and the ability to navigate complexity. You will champion co-production, foster strong partnerships, and ensure robust governance to deliver measurable improvements in quality, performance, and sustainability.

This high-level overview shows we are in a healthy position, with higher scores than average for comparable organisations, alongside a great response rate, indicating good staff engagement. However, we also know we have plenty of room for improvement in many areas. To that end, we continue to prioritise and invest in our commitment to genuinely becoming a Great Place to Work with consistent top-quartile performance in the annual staff survey and Pulse surveys.

Job responsibilities Key Responsibilities

Provide strategic leadership for mental health transformation programmes across Gloucestershire.

Drive service redesign and workforce modernisation, embedding best practice and innovation.

Collaborate with NHS, VCSE, and local authority partners to deliver integrated care solutions.

Oversee programme planning, delivery, and assurance, ensuring outcomes meet system-wide objectives.

Lead stakeholder engagement, including service users and carers, to ensure inclusive and co-produced approaches.

Report progress to executive teams and system boards, maintaining transparency and accountability.

Person Specification Qualifications

Master's Degree or equivalent experience

Management qualification or completion of a recognised senior leadership development programme (or equivalent experience)

Experience

Significant experience of planning and directing complex programmes of work

Experience of multi-agency partnership working and working constructively across organisational boundaries, building productive relationships

Highly developed specialist knowledge of mental health services across a range of work procedures and practices, underpinned by theoretical knowledge and relevant experience

Detailed working knowledge of the NHS and Local Government policies relating to Mental Health together with good knowledge of principal policy and financial determinants

Working knowledge of the Mental Health Act and other legislative requirements

Sound understanding of the modernisation and development issues facing mental health services and workforce demand and supply

Substantial experience in managing clinical community and in-patient services, budgets and people

A proven track record of taking a co-production approach to change.
