VOANS is seeking a detail-oriented and motivated Housing Compliance Specialist to support the regulatory compliance and financial stability of our affordable housing portfolio. This professional will monitor compliance with programs including HUD (Section 8/202/811), LIHTC, Tax-Exempt Bonds, HOME, CDBG, (N)HTF, CMF, FDIC, and VOANS policies.
About the Job The Housing Compliance Specialist will monitor and provide administrative support to ensure regulatory compliance, financial success, and stability of properties owned by VOANS. Responsibilities include reviewing project compliance activities, preparing for audits and inspections, and reporting to compliance monitoring agencies and partners.
Schedule Monday-Friday 8:00 AM–5:00 PM (Fully Remote)
Salary $63,000–$78,000 (Based on years of experience)

Essentials
Act as primary owner contact with compliance monitoring agencies related to required reporting, audits, and inspections.
Collaborate with Management Agents to prepare for audits and inspections requested by monitoring agencies, attend audits and inspections when needed, and ensure deficiencies found are promptly addressed by the required deadline.
Assist the VP of Housing Compliance with the transition of projects from the development pipeline to operations, and track compliance progress and performance throughout the lease‑up period and up to permanent financing.
Create and update transition plans, track completion of first‑year files, ensure proper storage and provide information to Development for IRS Form 8609 applications.
Attend compliance trainings required by monitoring agencies and participate in training from state housing finance agencies.
Maintain monitoring agencies’ online compliance systems (HUD Secure Systems, Rural Development MINC system, State Agency LIHTC data systems, Bond reporting systems) and compare system data to Management Agent’s software for accuracy and discrepancies.
Coordinate system access when owner action is required.
Assist the VP of Housing Compliance in monitoring file reviews conducted by VOANS staff and liaise between management agents and third‑party compliance consultants.
Ensure management agents use current income limits, utility allowances, and required certification forms, notifying them of changes and documenting implementation.
Perform regular reviews of waiting lists to ensure compliance with resident selection criteria and fair housing guidelines.
Conduct periodic site visits to review EIV binders, property compliance documents, sample tenant files, and inspect properties for audit readiness.
Review Affordable Fair Housing Marketing Plans, Tenant Selection Plans, and other required policies for accuracy and updates.
Conduct compliance training as needed to ensure quality and consistency of operations.
Assist with changes in management agents and communicate regulatory or policy changes of affordable housing programs and monitoring agencies.
Other duties as assigned.
Required Qualifications
Bachelor’s degree in business or a minimum of five (5) years’ experience operating with HUD Multifamily Housing and LIHTC programs; prior experience with both programs required.
Experience or familiarity with other affordable housing programs within the VOANS portfolio (Tax Exempt Bond, HOME, CDBG, (N)HTF, USDA Rural Development Section 515, CMF, FDIC) preferred.
Knowledge and understanding of basic multifamily property management concepts and best practices.
HCCP, C3P, or similar professional certification for LIHTC.
COS, CPO, or similar professional certification for HUD Multifamily programs; internal applicants may obtain within first year.
FHC or similar professional certification for Fair Housing preferred; to be obtained within two years if not held at hiring.
Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint).
Experience with RealPage OneSite property management software preferred.
Ability to identify complex compliance matters and clearly communicate recommendations verbally and in writing.
Detail-oriented and able to manage multiple deadlines.
Acts with the utmost integrity.
Works independently and collaborates within a team.
Communicates clearly, both verbally and in writing, and can provide technical assistance on complex compliance matters in a straightforward manner.
Preferred Qualifications
Other certificates (C3P, SCHM, COS, BOS, etc.)
Veterans Program and/or NMTC experience a plus.
Comfort with property management software such as Onesite/RealPage and AppFolio.
