Staff Services Manager II (Supervisory)
Position located at 1727 30th Street, Sacramento, CA 95816.
Job Description and Duties
Supervises, manages, oversees, and directs workload related to the Department's Classification and Hiring program under the general direction of the Assistant Division Chief, Staff Services Manager (SSM) III, Office of Hiring Services.
Provides direction and guidance on complex and highly technical hiring matters; consults with managers, supervisors, and program specialists as necessary.
Assesses best practices and collaborates with the SSM III to establish and refine hiring and mass hiring processes.
Develops work standards, monitors attainment, and establishes work processes; keeps management apprised of all activities and decisions.
Ensures compliance with state civil service rules, laws, and regulations governing hiring processes.
Manages high-volume workload with competing priorities, ensuring deadlines are met; addresses employee performance management issues.
Maintains strong verbal and written communication with stakeholders and staff.
Qualifications
State eligibility based on the Staff Services Manager II exam. New to state candidates must be on the state examination list.
Minimum qualifications verified prior to interview; include unofficial transcripts for education-based eligibility.
Experience in human resources, specifically classification and pay, or working in a personnel office (minimum 3 years).
Strong knowledge of civil service hiring rules, California Department of Human Resources, and related regulations.
Ability to work autonomously and collaboratively, guide and train staff, and innovate to improve business operations.
Strong organizational skills, managing multiple projects and meeting deadlines within challenging time constraints.
Proficient in managing subordinate managers performing human resources activities.
Excellent communication skills and capacity to coordinate multiple tasks efficiently.
Desirable Qualifications
Strong knowledge of the California Department of Human Resources, State Controller's Office, Memorandum of Understandings, and civil service rules.
3+ years of HR experience in classification and pay.
Ability to work in fast‑paced, changing environments.
Independent and team‑orientated approach with leadership and training capabilities.
Innovative thinking with a focus on improving business operations.
