Job Description and Duties Within the Caltrans District 4 Division of Environmental Science & Engineering (ESE) and under the direction of a Senior Environmental Scientist (Supervisory), the incumbent serves as ESE's GIS single focal point in support of project development and the delivery of transportation projects throughout the vibrant nine-county Bay Area. The GIS Specialist produces maps, conducts data analyses using various spatial applications, and provides technical support to ESE GIS users. The incumbent uses various tools and mapping applications to facilitate the assessment of the environmental impacts of transportation projects. The incumbent creates cartographic products used to visually communicate information about State Highway System projects to internal and external stakeholders.

The incumbent represents ESE on districtwide and statewide GIS user groups and maintains familiarity with the latest software, including ArcGIS Pro and web-based platforms. Coordinates with the Headquarters Division of Environmental Analysis to disseminate environmental data layers and changes in practice. The incumbent understands and conforms with policies, standards, and guidance from Caltrans Enterprise Data and Geospatial Governance while staying up to date on industry trends and applicable technologies.

Eligibility Eligibility for hire may be determined by your score on the Research Data Specialist II / Research Data Specialist I exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions Position located at 111 Grand Ave., Oakland, Alameda County. This position is eligible for telework under Caltrans' hybrid telework program. District 4 is currently in the office two days per week (minimum), but this is subject to change at any time. While at the District Headquarters, employees will work in a climate controlled office under artificial lighting. The selected candidate will be required to commute to the headquartered location. The incumbent may be required to conduct field work and collect data outdoors adjacent to the traveled way, sometimes over uneven terrain. The incumbent will be expected to familiarize themselves with Caltrans' standards for field and office safety.

Special Requirements

The position(s) require(s) a valid and unrestricted Class C driver’s license.

Provide an overview of your applied experience working with various CAD and/or GIS technologies including, Bentley MicroStation, ArcGIS Pro, ArcGIS Server, other GIS or CAD desktop software applications, scripting (Python, Java, etc).

Provide an example of a time you used GIS applications to collate, analyze, and interpret environmental data to inform agency decision‑making.

Describe your ability to communicate effectively, both orally and in writing, and to deliver clear and effective presentations to multi‑disciplinary audiences.
