Nature Of Work An MSA IPTV Specialist manages, maintains, and supports IPTV systems and equipment at the Camden Yards Sports Complex. This includes operating, troubleshooting, and ensuring the smooth delivery of IPTV and digital signage services for events and daily operations. The role also involves collaborating with network engineers, assisting with event programming, performing preventive maintenance, providing technical support, and managing vendor relationships. Employees in this classification do not supervise.

Employees in this classification receive moderate supervision or close guidance from the MSA Technical Manager or a designated MSA officer, such as the Assistant Technical Services Manager.

Examples Of Work

Administer IPTV headend equipment at CYSC such as satellite and over-the-air receivers, encoders, control and VOD servers. Responsible for the operation and maintenance of such equipment.

Manage and maintain IPTV endpoint devices. Monitor the health of all endpoints ensuring they are functioning. Verify endpoint TV control and status.

Assisting stadium personnel in programming events into the IPTV control server for game day and other event requirements.

Communicate needs of IPTV devices and protocols with network engineers.

Manage and maintain digital signage content server and endpoints in coordination with our stadium partners.

Provide technical support of IPTV systems for games and events as needed.

Perform pregame checks of IPTV equipment including servers, encoders, decoders, and displays.

Program IPTV web-based control platform.

Provide training to end users on how to use IPTV.

Perform preventive maintenance of IPTV hardware and software.

Perform software updates and data backup procedures for IPTV equipment.

Manage service agreements with hardware/software vendors.

Enforce wire management and standards and policies within the facility.

Prepare written reports and documentation as required. Maintain time tracking, maintenance records and job management through MSA’s central facilities management (VenueAware) software.

Assist in the development, expansion or enhancement of IPTV systems.

Assist supervisor in solicitation and procurement of supplies, equipment and materials as necessary. Prepare material lists for assigned projects.

Read and interpret blueprints and schematics for stadiums’ telecommunications systems and low voltage wiring to integrate new equipment, implement design changes and troubleshoot problems. Have a good understanding of signal flow. Update and change drawings as required.

Integrate within the facilities, operations and maintenance department to perform related maintenance as required.

Maintain high facility standards and good engineering practices of the Maryland Stadium Authority.

Knowledge, Skills, Abilities And Key Competencies

Understanding of networking concepts such as DHCP, TCP/IP, firewalls, switches and IGMP, especially as it relates to the distribution and management of multicast traffic.

Understanding of video compression, video metadata (MPEG-2, MPEG-4, H.264/5, Internet Streaming).

Understanding of video technologies such as SDI, HDMI, HDCP, EDID.

Active Directory authentication with IPTV endpoints including users, groups, and service accounts.

Cisco Network training/ Network+ certifications is strongly preferred.

Windows and Windows Server operating systems.

Working knowledge of web APIs using SSL (HTTPS).

AV control and automation systems (Crestron preferred).

Understanding of manufacturer specific audio visual control protocols such as Samsung EXlink, MDC and LG (RS-232 and IP).

HTML and CSS web development.

Certified technology Specialist (CTS) certification preferred.

Qualifications Any combination of education and experience that would likely provide the knowledge, skills, and abilities is qualifying.

General Qualifications

Specific educational and experience requirements are set by this agency based on the essential job functions assigned to the position.

Any combination of education and experience that would likely provide the knowledge, skills, abilities, and key competencies necessary to the management and operation of a major construction/renovation project is qualifying.

Possession of a valid driver’s license.

Minimum Qualifications

5 years of experience in managing, deploying, or supporting IPTV, broadcast equipment or other related audio visual systems.

A state-registered Professional Engineer’s license will count as four (4) years of experience.

A Bachelor’s Degree will count as four (4) years of experience.

An Associate’s Degree will count as two (2) years of experience.

Years of related accredited education i.e. military, can be substituted year for year up to four years.

Working Environment And Physical Demands Environment: Work may be performed in a standard office setting with frequent travel to worksite locations to perform project management. Employee may be required to be present indoors or outdoors in areas of extreme heat or cold. The noise level of the work environment is usually moderate but may be occasionally loud due to alarms, equipment noise, etc. Employee may be required to work extended hours including evenings and weekends.

Physical: The primary functions of this position require sufficient physical ability and mobility to perform tasks in an office setting, including walking, standing, or sitting for extended periods, operating office equipment with repetitive hand movements and fine coordination (such as using a computer keyboard), and verbally communicating to exchange information. The role also requires the ability to operate a vehicle to travel between various locations and to use specialized equipment. In addition, the position may involve climbing ladders, working at heights, and lifting up to 50 lbs to transport items over short distances. The role also requires walking long distances within the facility, distinguishing colors for equipment and system identification, and working in confined spaces as necessary.

Work Hours Forty-hour minimum work week is required. Must be available evenings, weekends and holidays as required to support events at MSA’s facilities.

Licenses, Registrations, And Certifications Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
