Job Description Reporting to the Vice President of Operations, the Property Supervisor will manage a portfolio of affordable housing properties and is responsible for ensuring high‑quality operations, compliance, financial performance, and resident services.
Responsibilities
Implement CMC’s Standard Operating Procedures and annual Management Plans
Monitor and approve property expenditures in accordance with the Chart of Accounts and approved budgets
Perform financial analysis and effectively communicate results to ownership
Prepare and submit required financial, compliance, and monitoring reports
Draft annual Operating Budgets
Ensure compliance with Resident Selection Criteria, Fair Housing laws, and all applicable program regulations
Represent owners and CMC in court proceedings as needed
Implement comprehensive resident relations programs
Develop, implement, and oversee preventative and ongoing maintenance plans
Prepare competitive bid packages, including detailed specifications; review, negotiate, and approve bids per CMC procurement procedures
Implement energy conservation measures and sustainability initiatives
Minimum Qualifications
Three to five years of progressively responsible property management experience within the affordable housing industry
Three years of supervisory experience of more than 200 units
Strong knowledge of HUD, Tax Credit, BMR, and/or local affordable housing programs
Excellent computer skills
Excellent verbal/written communication skills
Experience with recertifications, resident file compliance, and program regulations
Experience preparing and managing budgets, financial reports, and variances
Preferred Qualifications
Four‑year college degree or equivalent relevant experience
Formal training and hands‑on experience with HUD, Tax Credit, and other affordable housing programs
CPM, NAHP or similar certification
