Position Overview The Enterprise Director of Business & Properties is a member of the Broward County Aviation Department's Senior Team and reports to the Chief Financial Officer or his designee. The position oversees professional and administrative work in planning, negotiating, organizing and directing aviation business development activities including implementing and administering programs to achieve sustained revenue growth, attract, retain and expand aviation, non‑aviation, and concessions businesses that support the County's Aviation Department. The position manages a total staff of approximately 13 individuals.
Minimum Education and Experience Requirements
Bachelor's degree from an accredited college or university with major coursework in Business, Public Administration, Economics, Finance, or Aviation.
Six (6) years progressively responsible experience in business and financial planning and negotiating, including four (4) years of supervisory experience.
Special Certifications and Licenses
Possess and maintain a Florida E Class Driver’s License with authority to drive a county vehicle for the duration of appointment.
Must be able to obtain/maintain Airport security & customs badging.
Must be able to obtain/maintain airfield driving privileges.
Preferences
Graduate Degree in Business, Public Administration, Economics, Finance, Aviation or related field.
Extensive knowledge of modern airport financial management principles and practices.
Ten (10) or more years of progressive aviation related commercial or business development experience.
Scope of Work
Develops, implements and maintains strategic revenue growth forecasts, concession development plans and general aviation/real estate development strategies.
Develops and implements successful airport business strategies to attract new business that enhances non‑aviation revenue market shares.
Maintains effective relations with existing tenants and users while attracting new business.
Develops and administers community relations, public information and corporate communication.
Maintains the Business Division’s website as a user-friendly portal.
Oversees drafting and negotiations of leases and related contracts.
Prepares amortization schedules, capital improvements, sales and performance reports and analyses.
Responds to solicitations from potential tenants, attorneys, and others.
Develops goals, policies and procedures for the Division and the Aviation Department.
Prepares and monitors Division budget and special reports.
Represents the Aviation Department before stakeholders to promote airport business development.
Serves as lead negotiator for lease agreements, operating agreements, memoranda of understanding, development agreements, licenses, rental car agreements, utilities, easements, amendments, aerial rights, etc.
Collaborates with staff from other Aviation Department Divisions and various County agencies.
Oversees successful completion of the Aviation Department’s real estate or concession development projects.
Participates in matters between third parties and airport tenants related to facility operations, design, and construction.
Work Environment Physical Demands : Sedentary work involving walking or standing some of the time, exerting up to 10 pounds of force on a regular basis or sustained keyboard operations.
