Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in Business, Public Administration, Economics, Finance, Aviation.
Requires (6) years progressively responsible experience in business and financial planning and negotiating within the area of assignment, including four (4) years of supervisory experience.
Special Certifications and Licenses
Possess and maintain a Florida E Class Driver's License with authority to drive a county vehicle for the duration of appointment.
Must be able to obtain/maintain Airport security & customs badging.
Must be able to obtain/maintain airfield driving privileges.
Preferences
Graduate Degree in Business, Public Administration, Economics, Finance, Aviation or related field.
Extensive knowledge of modern airport financial management principles and practices.
Ten (10) or more years of progressive aviation related commercial or business development experience.
SCOPE OF WORK
Develops, implements and maintains strategic, revenue growth forecasts, concession development plans and general aviation/real estate development strategies for the Aviation Department.
Develops and implements successful airport business strategies to attract new business that effectively enhances non-aviation revenue market shares.
Maintains effective relations with existing tenants and users while attracting new business.
Develops and administers community relations, public information and corporate communication with current and potential customers, including participation in speaking engagements, seminars, conferences, webinars and social media.
Maintains the Business Division's website as a user-friendly portal for information including services and infrastructure/facilities.
Oversees the drafting and negotiations of leases, including contract compliance and developing, negotiating and processing any required amendments; provides or obtains opinions regarding application of contract provisions.
Prepares amortization schedules, capital improvements, sales and performance reports and analyses, cost-benefit analyses, and operational performance statements related to financial position and profitability.
Interact with and responds to solicitations from potential tenants, attorneys, and other persons interested in doing business with Broward County.
Develops goals, policies and procedures for the Division and the Aviation Department.
Prepares and monitors Division budget and prepares special reports as required.
Represents the Aviation Department before various stakeholders to promote airport business development.
Serves as lead negotiator for a variety of documents, including, but not limited to, agreement of leases, operating agreements, memorandum of understandings, development agreements licenses, rental car agreements, utilities, easements, amendments, aerial rights.
Interacts and collaborates with staff from other Aviation Department Divisions, as well as with various County agencies including purchasing, legal, finance, risk, environmental and building department as needed.
Oversees the successful completion of the Aviation Department’s real estate or concession development projects.
Participates in matters between third parties and airport tenants related to facility operations, design, and construction by attending meetings with other Aviation Department Division Directors and Executive Staff to resolve issues.
Performs related work as assigned.
WORK ENVIRONMENT Physical Demands: Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
