The HR Compliance Specialist will be responsible for compliance requirements within the Human Resources department. The role includes implementing and updating programs, policies, and procedures. Excellent communication, strong attention to detail, and the ability to handle sensitive information with confidentiality are essential. Duties & Responsibilities

Manage HR compliance through periodic reviews, audits, and annual submissions, gathering, reviewing, and analyzing internal records. Monitor and ensure compliance with HR policies, procedures, and employment laws. Assist in drafting and updating Human Resources procedures, processes, and policies, including the Employee Handbook. Maintain compliance with applicable local, state, and federal employment regulations, including the Federal Transit Agency (FTA). Track employee personnel folder requests and other legal compliance requests (e.g., MCAD complaints), gathering information as needed. Oversee the E‑Verify and I‑9 processes, ensuring compliance for all hires, collaborating with recruitment, reviewing I‑9 documentation, and following up on non‑compliance. Support recruitment and onboarding, including background‑check adjudication and evaluating results against MBTA policy and regulations. Maintain the Authority’s electronic personnel records database and ensure compliance with the Massachusetts Statewide Records Retention Schedule. Conduct scheduled HR compliance audits and prepare data summaries, presentations, and reports on findings, status, and recommendations. Coordinate with business partners on the exit interview process, assisting in conducting interviews, collecting completed interviews, and reporting trends. Collaborate with internal partners such as the Office of Diversity and Civil Rights, Legal, Labor Relations, and other groups as needed. Analyze employment‑related data, compile raw data into usable reports, and assist with reporting needs of the HR team. Maintain professionalism and confidentiality, building trust and strong partnerships with clients. Perform other duties and projects as assigned. Supervision

Contractors and/or student interns. Minimum Requirements & Qualifications

Bachelor’s degree in Human Resources, Business Administration, or a related field. Four (4) years of Human Resources experience. One (1) year of compliance experience. Experience in a fast‑paced team environment with strong attention to detail. Demonstrated knowledge of HR practices, employment laws, and compliance experience. Strong awareness of state and federal employment regulations. Resourceful, analytical, and problem‑solving aptitude. Excellent communication, interpersonal skills, ethics, and cultural awareness. Customer‑service attitude when responding to clients. Professionalism and confidentiality. Proficiency with Microsoft Office (PowerPoint, Excel, Outlook) and willingness to learn new technical systems. Substitutions Include

A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor’s degree. An associate degree and an additional three (3) years of directly related experience substitutes for the bachelor’s degree. A master’s degree in a related subject substitutes for two (2) years of general experience. A nationally recognized or statewide/professional certification in a related field substitutes for one year of experience. Preferred Experience And Skills

Additional HR training or experience. PHR or SPHR certification. Familiarity with HRIS systems, Tableau Server. Experience working in a union environment. Job Conditions

Ability to read, comprehend, communicate, and respond to instructions in English. Minimum age eighteen (18) years (unless participating in an approved high‑school internship/co‑op program). Ability to commute to assigned work locations in the Boston, MA metro area. Provide courteous and professional customer experiences. Work independently and as part of a diverse workforce team (or supervise, if required). Uphold the rights and interests of the MBTA while building relationships with employees and co‑workers. Maintain a satisfactory work record for the two (2) years immediately prior to the closing date of the posting (unless a current student or recent graduate). Pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and/or medical clinic screening, including physical examination and drug/alcohol screenings. Work all shifts and/or locations assigned, directed, or necessary for this position, including up to 24 hours per day, 7 days per week as necessary. Intern/co‑op staff must be enrolled full or part‑time in an accredited program and maintain a cumulative GPA of at least 2.5, have valid work authorization and a U.S. Social Security Number before starting pre‑employment screening/boarding.
