Summary This position is located in National Mall and Memorial Parks. It will assist teams in initiating and guiding park design/construction projects from inception to completion. The typical seasonal period is March – September, though timing can vary due to weather, project needs, or funding. Anticipated entry on duty: March.

Duties

Assist the multidisciplinary team in initiating, establishing, guiding, and controlling one or more park design/construction projects from inception through completion.

Develop, confirm, and manage projects through the lifecycle with focus on scope, quality, budget, and schedule commitments.

Write scope of work; develop government cost estimates; assist in negotiating task orders and construction contracts; coordinate contracting effort; provide quality assurance of contracted products; and close‑out compliance and design/ construction management for external contractors on major to highly complex, multi‑phased projects.

Analyze infrastructure systems for deficiencies and propose improvements.

Coordinate and communicate with staff and stakeholders of various professions.

Requirements

U.S. citizenship required.

Appointment subject to background investigation and favorable adjudication.

Meet Selective Service Registration Act requirement for males.

Participate in Direct Deposit Electronics Funds Transfer Program.

Possess a valid State‑issued driver’s license and be able to operate a motor vehicle as required.

Wear a uniform and comply with National Park Service uniform standards; uniform allowance provided.

Be at least 18 years old, or at least 16 years old with appropriate educational or employment status as described in the original notice.

Qualifications Education

– A degree in landscape architecture or landscape design. “OR” – a combination of education and experience: for each year short of graduation, one year of experience under professional leadership in original landscape design may substitute.

Experience

– At least one full year of specialized experience comparable in scope and responsibility to the GS‑11 grade level. Must include 5 out of 7 of the following examples:

Managing civic infrastructure or construction projects from inception to completion.

Assisting interdisciplinary groups to complete complex projects.

Providing expertise on multi‑year planning, design, and construction projects.

Managing specific components in complex construction projects (e.g., defining needs, monitoring progress, approving submittals, monitoring funding, final inspections).

Utilizing software such as AutoCAD.

Enforcing contract administration.

Assisting in maintaining project compliance, quality, scope, budget, and schedule.

Hours per week, months, and years must be included for credit (40 hours per week for full‑time; part‑time hours prorated). Full‑time selected positions must provide official transcripts if education is used for qualification. Physical Demands Work is primarily sedentary with occasional physical activity such as walking, climbing, bending, and stooping during fieldwork. Field visits may involve walking or riding over rough, uneven surfaces.

Working Conditions Work performed both in an office setting and in the field as required. Telework may be permitted with supervisor approval. Employment may be terminated at any time due to fluctuations in funding, project needs, performance, or other considerations.
