Job Summary King County's Metro Transit Department has an exciting opportunity for a

Rail Senior Maintenance Manager

(Transit Operations Manager) in the Rail Division. This senior leader will report to Rail’s Division Director and will work in partnership with employees, colleagues, and stakeholders to ensure that Metro provides world‑class service while advancing the following strategic priorities within Rail:

Maintain healthy and resilient partnerships with Sound Transit and the Seattle Department of Transportation, our partners in Rail Service Delivery.

The role coordinates the Rail maintenance and asset management strategy between Sound Transit and King County Metro, leads the implementation of this strategy, and oversees the Rail Maintenance Unit which includes Power, Wayside, Facilities, Vehicle Maintenance, and Asset Management Strategy. The position ensures coordination that improves culture, efficiency, communication, and performance metrics. Responsibilities This leadership role requires the following:

Ensure maintenance reliability: Oversee maintenance programs to keep facilities, equipment, and systems operating safely and efficiently. Minimize downtime and support operational performance.

Drive efficiency: Optimize maintenance processes, systems, and resources to meet performance goals efficiently.

Optimize assets across lines of business: Oversee and implement preventive and predictive maintenance to maximize asset life and reduce downtime.

Build and lead teams: Develop the Maintenance Unit for excellence, establishing business processes, clear expectations, and accountability measures. Foster a culture of care, collaboration, continuous improvement and alignment with other Rail Business Units.

Manage resources: Oversee maintenance budgets, ensure regulatory compliance, and align maintenance strategy with organizational goals and priorities.

Support expansion and growth: Build the structure, systems, and leadership needed to meet ST’s expansion goals and targets while supporting Operational readiness.

Maintain partnerships: Foster strong partnerships with ST, KCM and others as required to ensure alignment and maintenance effectiveness.

Coordinate and align Rail’s maintenance delivery with other parts of Metro, King County, and Sound Transit.

Be an active and present member of Rail's Executive Leadership Team and Senior Leadership Team, providing counsel on maintenance priorities, employee engagement, continuous improvement, and implementation.

Lead and manage priority projects and ensure compliance with all relevant laws, regulations, and County policies.

Develop strategic objectives and work plans in collaboration with Sound Transit and Rail’s Director’s Office.

Perform other duties as assigned.

Minimum Qualifications

Option 1: A Bachelor’s degree and five (5) years of experience in Rail Maintenance delivery, including leading projects and driving results.

Option 2: An Associate’s degree and seven (7) years of experience in Rail Maintenance delivery.

Option 3: Nine (9) or more years of experience in Rail Maintenance delivery.

Five (5) years of experience in leading and supervising people, including multidisciplinary staff, developing direct reports, mentoring, coaching, and working within unionized environments.

Desired Qualifications

Significant experience in a Rail environment, including safety requirements and regulations (highly desired).

Knowledge of the King County and Sound Transit relationship, policies, and procedures.

Experience translating King County policies into Rail’s operating environment.

Experience leading initiatives that contribute to equitable outcomes and inclusion.

Schedule and Location Work may include non‑standard hours, evenings, weekends, and holidays. The position is part of a 24/7 workgroup with on‑call nights and weekends (rotational). It is exempt from overtime pay. Primary locations are 3407 Airport Way S. Seattle, WA 98134 or 401 S Jackson St, Seattle, WA 98104 with occasional travel to the Operations and Maintenance Facility – East in Bellevue.
