Overview King County's Metro Transit Department has an exciting opportunity for a

Rail Senior Maintenance Manager

(Transit Operations Manager) in the Rail Division. This senior leader will report to Rail’s Division Director and will partner with employees, colleagues, and stakeholders to ensure Metro provides world‑class service while advancing the following strategic priorities within Rail:

Provide operational excellence

Deliver on time expansions

Maintain healthy and resilient partnerships with Sound Transit and the Seattle Department of Transportation, our partners in Rail Service Delivery.

Key Responsibilities

Ensure maintenance reliability: oversee maintenance programs to keep facilities, equipment, and systems operating safely and efficiently. Minimize downtime, mitigate service impacts, and support operational performance.

Drive efficiency: optimize maintenance processes, systems, and resources to meet performance goals efficiently.

Optimize assets across lines of business: oversee and implement preventive and predictive maintenance to maximize asset life and reduce downtime; collaborate with Sound Transit to oversee internal state of good repair work and optimize asset maintenance.

Build and lead teams: develop the Maintenance Unit for excellence, establishing business processes, clear expectations, and accountability measures; foster a culture of care, collaboration, continuous improvement and alignment with other Rail Business Units.

Manage resources: oversee maintenance budgets, ensure regulatory compliance, and align maintenance strategy with organizational goals and priorities.

Support expansion and growth: build the structure, systems, and leadership needed to meet Sound Transit’s expansion goals and targets while supporting operational readiness.

Maintain partnerships: foster strong partnerships with Sound Transit, King County, and others as required to ensure alignment and maintenance effectiveness; coordinate and align Rail’s maintenance delivery with other parts of Metro, King County, and Sound Transit; serve as an active member of Rail’s Executive Leadership Team and Senior Leadership Team.

Lead and manage priority projects: oversee projects related to maintenance priorities, ensuring activities undertaken are managed responsibly and comply with all relevant laws, regulations and County policies.

Develop strategic objectives and work plans: collaborate with Sound Transit and Rail’s Director's Office to establish strategic annual objectives, work priorities and work plans for Maintenance excellence.

Other duties as assigned.

Minimum Qualifications

Option 1: A Bachelor’s degree and five (5) years of experience in rail maintenance delivery which includes experience driving results, making recommendations and working on high‑priority tasks and/or projects simultaneously.

Option 2: An Associate’s degree and seven (7) years of experience in rail maintenance delivery which includes experience driving results, making recommendations and working on high‑priority tasks and/or projects simultaneously.

Option 3: Nine (9) or more years of experience in rail maintenance delivery which includes experience driving results, making recommendations and working on high‑priority tasks and/or projects simultaneously.

And five (5) years of experience in leading and supervising people including supervising multidisciplinary staff; developing and leading direct reports, furthering people’s career goals, providing challenging and stretching tasks and assignments and effectively developing all levels of staff; engaging, empowering, training, coaching and mentoring staff.

Experience working with labor, within unionized environments, and ability to respect established processes, fostering an environment of mutual respect.

Desired Qualifications

Significant experience in a rail environment, including experience with rail service delivery, safety requirements and regulations. Five (5) years is highly desired.

Knowledge of and experience with the King County and Sound Transit relationship, working conditions, policies and procedures.

Experience translating King County’s policies and procedures into rail’s unique operating environment.

Significant experience leading initiatives that contribute to more equitable outcomes, increased employee inclusion and a felt sense of belonging among marginalized members of the workforce. Five (5) years is highly desired.

Work Schedule Work schedule may include non‑standard work hours including evenings, weekends and holidays as needed. This position is part of a workgroup that provides coverage and support 24 hours a day, 7 days a week. Incumbents will need to have the ability to be on call nights and weekends (rotational). This position is exempt from the provisions of the Fair Labor Standards Act and is therefore not eligible for overtime pay.

Work Location The primary location of this position will be 3407 Airport Way S, Seattle, WA 98134 or 401 S Jackson St, Seattle, WA 98104. The position will be expected to travel occasionally to the Operations and Maintenance Facility – East, located in Bellevue (1925 120th Ave NE, Bellevue, WA 98005) and other rail locations as needed.

Teleworking Requirement The work associated with this position will be performed predominantly in a hybrid work environment working in the office and at home. The expectation is to be in the office 3 days a week. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance to their King County worksite. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection.
