Rail Service Delivery Section Manager
(Transit Section Manager) in the Rail Division. This senior leader will report to Rail’s Senior Operations Manager and will work in partnership with employees, colleagues, and stakeholders to ensure that Metro provides world‑class service while advancing the following strategic priorities within Rail: Build a Culture of care Provide operational excellence Deliver on time expansions Maintain healthy and resilient partnerships with Sound Transit and the Seattle Department of Transportation, our partners in Rail Service Delivery. Tuning the future of King County’s transit infrastructure, this role leads the development and execution of initiatives that enhance the efficiency, safety, and reliability of rail operations. The manager oversees the Link Control Center (LCC) and Service Quality workgroups, communicates with stakeholders across the division, and collaborates with leaders, administrative staff, employees, and Sound Transit to advance the collective service delivery strategy. Responsibilities
Key responsibilities include: Oversee the LCC and Service Quality workgroups. Recruit, develop, engage, and manage section employees, fostering a sustainable culture of care, teamwork, and excellence. Develop and implement innovation and strategic initiatives that strengthen the section’s near‑term performance and long‑term effectiveness. Lead strategic planning and performance management: analyze data, identify trends, and implement key initiatives such as service optimization, technology integration, and sustainability efforts. Coordinate service delivery oversight, maintaining standards for reliability, quality, and customer experience. Collaborate with capital project teams and regional partners to integrate new extensions into existing operations and provide operational input during planning, design, testing, and construction phases. Build and maintain relationships with internal and external stakeholders, including labor partners and Sound Transit. Oversee budget and resources for the section, ensuring responsible stewardship and long‑term sustainability. Develop and lead communication strategy for the section. Champion safety, ensuring employee and public safety remain Metro’s highest priority and maintaining strict adherence to safety rules and procedures. Manage special projects and cross‑functional teams delivering high‑impact outcomes aligned with agency priorities. Ensure compliance with federal, state, and local regulations related to rail operations and expansions. Other duties as assigned, including special projects or additional responsibilities at the discretion of the hiring authority. Qualifications
We seek a candidate with: A strong background in equity and social justice, experience improving conditions for historically marginalized employee groups. Skilled in rail service delivery environments, navigating complex bureaucracies, and managing multiple, competing priorities in a fast‑paced environment. Minimum Qualifications
Option 1: Bachelor’s degree in Public Administration, Transportation Planning, Engineering, or related field **AND** 3 years of leadership experience in Rail Service Delivery. Option 2: Associate’s degree in a related field **AND** 5 years of leadership experience in Rail Service Delivery. Option 3: 7 or more years of leadership experience in Rail Service Delivery. AND Three years of experience in leading and supervising people, including: Supervising multidisciplinary staff. Developing and leading direct reports, fostering career growth and providing challenging tasks. Engaging, empowering, training, coaching, and mentoring staff. AND Five years of progressively responsible experience in transit operations, strategic planning, or project management, including: Knowledge of business planning techniques, principles, and practices. Demonstrated leadership in managing complex projects and cross‑functional teams. Strong analytical, communication, and stakeholder engagement skills. Ability to make timely, quality decisions and assign decision‑making appropriately. Ability to work on multiple high‑priority projects simultaneously. AND Experience working with labor, within unionized environments, and ability to respect established processes and foster mutual respect. Desired Qualifications
Experience in capital project delivery. Experience working on or with large‑scale infrastructure or rail expansion projects. Knowledge of and experience with the King County and Sound Transit relationship, working conditions, policies, and procedures. Experience translating King County’s policies and procedures into Rail’s unique operating environment. Significant experience leading initiatives that increase equitable outcomes, employee inclusion, and belonging among marginalized workforce members. Five years is highly desired.
