The Office of Planning is hiring a Resource Allocation Officer to play a pivotal role in shaping how strategic resources are distributed to support citywide planning initiatives and equitable development.
Job Summary This position is located within the Office of Planning (OP). OP has the lead responsibility for planning the long-term growth of the District of Columbia (D.C.) and provides the vision, framework, and principles that guide land use change, growth, and development of an equitable and vibrant city. OP undertakes citywide and neighborhood planning and engagement; urban design and development review; historic preservation; mapping and data analysis; and serves as the official Census State Data Center. OP is the steward of the District’s Comprehensive Plan, which advances housing, economic recovery, racial equity, resilience, and coordination of public resources and civic infrastructure.
The Resource Allocation Officer will advise the Chief of Staff on recommendations for budget, financial oversight, and resource allocation matters. The incumbent exercises independence and discretion in carrying out the tasks of the position, providing subject matter and functional area expertise, ensuring technical tasks, funding priorities, reviewing and analyzing funding allocations and financial statements, administering procurement and allocation of grants and contracts, preparing financial justifications, and developing project selection and evaluation criteria.
Duties and Responsibilities
Lead the Resource Allocation team in producing financial reports, dashboards, and financial tools that illustrate the agency's financial status for planning, programmatic, and business intelligence purposes.
Build, define, and measure business and performance metrics to explain trends and guide informed business decisions.
Plan and assign work for direct reports, set and adjust short-term priorities, prepare schedules, and evaluate performance standards for subordinates.
Manage and optimize budgeting processes to align OP’s goals and ensure the team has correct funding in accordance with legislated appropriations guidelines, program plans, and department directives.
Establish financial controls, policies, and procedures governing internal agency processes for handling, disbursement, and collection of monies from various financial streams (e.g., Purchase Card Program, Direct Vouchers, Contracting, and Procurements).
Origin new concepts, methods, and techniques for program guidance, data collection, program evaluations, and resource allocation related to the agency's projects and operations, financial and records management processes and procedures.
Provide procurement support across the procurement cycle by assembling contracts, abstracting bids, requesting amendments and modifications, monitoring status of deliveries, reconciling invoices, and preparing information for closing out contracts.
Qualifications & Education
Specialized Experience: One year of specialized experience demonstrating knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, scientific inquiry, and problem solving. Candidates must have had 1 year of specialized experience equivalent to at least the next lower grade level.
One year of management/supervisory experience is preferred.
Working Conditions & Environment
The work is usually performed in an office setting except for periodic outdoors surveys, site visits, and presentations to other entities.
TourofDuty: Monday–Friday, 8:00am–5:00pm. Participation in occasional evening and weekend meetings may be required.
Pay and Appointment Pay Plan, Series and Grade: MS-0301-14.
Duration of Appointment: Management Supervisory Service (MSS), at-will appointment. All positions and appointments to the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Promotion Potential: No known promotion potential.
Collective Bargaining Unit (Union): This position is not covered under a collective bargaining unit.
Position Designation: This position has been designated as security sensitive
therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Emergency Designation: This position has been designated as an emergency position under the provisions of District Personnel Manual Chapter 12. As such, you may be required to work, stay at work, or telework during particular emergency situations.
