At the Governor's Office of Information Technology, our Chief Technology Officer delivers new and evolving technical services for the State of Colorado. This is a role for an innovator, visionary, strategic thinker, proven implementor, people motivator, change agent, and an expert in current and emerging technologies. You will establish technological vision, implement technology strategies, and align resources with the State of Colorado's business needs. Define the services offered by OIT and determine how those services are provided (owned, provided, or guided) where applicable. Provide deep technical expertise aligned with agency strategic objectives. Apply a lifecycle management approach to IT assets to understand total cost of ownership and improve the health of the technology balance sheet. Oversee technology services, product analysis, software architecture, and influence statewide IT policies and future projects. Drive IT innovation across the State, including standards around application development, software, hardware, data, and networking technologies. Establish technology standards across all government agencies, including applications and enterprise architecture. Oversee architecture and development for more than 1,000 state-wide applications (e.g., Medicaid, Unemployment Insurance, Public Safety, Cattle Branding). Motivate cross-functional teams to deliver complex projects with an agile mindset. Engage to improve leadership skills, develop others, and foster inclusivity; participate in training on inclusive leadership. Minimum Qualifications

A minimum of ten (10) years of experience leading operations in at least two of the following areas: Network Services, Technology Operations, Applications Development, Service Delivery, Technology Strategy, Customer Relationship Management, or comparable. Including a minimum of seven (7) years of experience managing staff in a large, matrixed environment. Substitutions:

Additional education can substitute for experience on a year-for-year basis, but cannot substitute for required management experience. Training or certification related to the work can be credited toward substitution but cannot completely substitute for these qualifications. If a degree is required, additional paid or unpaid experience can substitute for education on a year-for-year basis. Preferred Qualifications

Public sector experience. Prior technical executive leadership experience. Relevant certifications (ITIL, PMP, Change Management, ScrumMaster, etc.). Proven success executing tactical and strategic goals across a broad range of IT and business stakeholders. Conditions of Employment

OIT candidates and employees must comply with screening procedures at state entity locations. A pre-employment background check will be conducted. Some agencies may require a pre-employment drug test (e.g., Department of Corrections, Department of Public Safety). This position may require travel within Colorado and to locations across the state; may require on-call duties. Additional Details
