The Passport Issuance Specialist plays a critical role in supporting the Senate Passport Office’s mission to provide timely, accurate, and professional passport services to the Senate community. Working closely with the Lead Passport Issuance Specialist and the Passport Issuance Supervisor, the Specialist provides frontline administrative and customer service support while assisting with the acceptance, examination, and processing of official and tourist passport applications.

This position requires a high level of attention to detail, sound judgment, and discretion in handling sensitive and confidential information. The Specialist serves as a key point of contact for staff, visitors, and external partners, ensuring inquiries are addressed promptly and courteously and that applications are processed efficiently and in compliance with established procedures. In addition to daily operational support, the Specialist assists with research, reporting, and long‑term planning efforts, contributing to the overall effectiveness and reliability of Senate passport operations.

Key Responsibilities

Provides administrative support to the Senate Passport Office.

Examines official and tourist passport applications and related materials for stakeholders.

Ensures compliance for passport issuance processes, documentation, and timeframes.

Organizes conference calls and digital video conferences with the Department of State and other U.S. Government agencies.

Provides customer service to stakeholders and responds to inquiries and concerns.

Processes all payments related to services required.

Performs additional duties as assigned.

Requirements Required Education:

High School Diploma or GED.

Required Work Experience:

1–2 years of administrative experience, with some experience in passport issuance related functions.

Special Skills and Knowledge:

Ability to conduct research and accurately prepare and process a variety of executive reports, records, and documents.

Knowledge of provisions of laws, treaties, rules, and regulations related to birth, identity, citizenship, and passport issuance.

Knowledge of State and foreign laws as they apply to marriage, legitimation, adoption, and child custody.

Knowledge of entitlement to diplomatic and official passports and related international agreements.

Knowledge of immigration and naturalization laws covering legal entry into the United States, residency, and U.S. citizenship requirements.

Knowledge of the functions, policies, systems, procedures, and processes employed by headquarters and passport offices in passport issuance.

Ability to work effectively with others and interact professionally with all levels of the organization and external vendors.

Ability to communicate orally and in writing, multitask, collaborate effectively, and maintain attention to detail.

Ability to operate camera equipment for passport photos and lift up to 25 lbs.

Ability to complete Passport Agent training within the first six months of employment.

Desired Qualifications:

Familiarity with, or ability to learn, laws, regulations, and procedures related to passport issuance.

Experience reviewing official documentation with a high degree of accuracy.

Ability to apply established policies and procedures consistently while exercising sound judgment.

Experience working in a fast‑paced, customer‑focused environment with competing priorities.

Strong written and oral communication skills with the ability to interact professionally with stakeholders.

Proficiency with Microsoft Office and adaptability to office‑specific systems and applications.

Interest in developing subject‑matter expertise in passport policy and procedures through formal training and on‑the‑job experience.

Working Conditions:

The position requires onsite presence in support of the U.S. Senate when in session, including availability during government shutdowns, inclement weather, holidays, and overnight or weekend sessions. The role also requires sitting, standing, and walking for extended periods.

Employment Conditions:

Candidates must be U.S. citizens or lawfully admitted permanent residents who are not seeking citizenship, refugees, or asylum seekers, and must owe allegiance to the U.S. Employment is contingent on background/security investigation results.
