Summary King County's Metro Transit Department has an exciting opportunity for a senior leader in the Rail Division. The Rail Senior Operations Manager will report to the Rail Division Director and work with employees, colleagues, and stakeholders to ensure world‑class service while advancing the following strategic priorities:

Maintain healthy and resilient partnerships with Sound Transit and the Seattle Department of Transportation

Key Responsibilities

Coordinate rail operational and service delivery strategy between Sound Transit and King County Metro.

Lead and manage the implementation of the strategy for the Rail Division, overseeing the Rail Operations Unit (Rail Base Operations Section and Rail Service Delivery Section).

Improve culture, efficiency, and communication through continuous improvement and strategic policy initiatives.

Communicate effectively with diverse stakeholders across the Division.

Oversee budgets, compliance, and risk management to maintain reliable, safe, and sustainable operations.

Build the structure, systems, and leadership capacity needed to meet current and future expansion goals.

Foster strong collaborative partnerships with Sound Transit, King County, and other key partners.

Act as a member of the Rail Executive Leadership Team and Senior Leadership Team, providing counsel on operational priorities, employee engagement, and implementation.

Lead and manage priority projects related to service delivery and transportation priorities, ensuring compliance with laws, regulations, and policies.

Collaborate with Sound Transit and the Division Director's Office to establish strategic annual objectives and work plans.

Perform other duties as assigned, including special projects.

Who May Apply This recruitment is open to all qualified applicants and will fill one Career Service vacancy. It may also establish a pool of qualified candidates for future openings in the Transit Operations Manager classification within the next six‑twelve months.

Minimum Qualifications

Option 1: Bachelor’s degree and five (5) years of experience in rail operational service delivery, including experience driving results and working on high‑priority tasks or projects.

Option 2: Associate’s degree and seven (7) years of experience in rail operational service delivery.

Option 3: Nine (9) or more years of experience in rail operational service delivery.

Five (5) years of experience in leading and supervising people, including:

Supervising multidisciplinary staff.

Developing and leading direct reports, advancing career goals, and providing challenging tasks.

Engaging, empowering, training, coaching, and mentoring staff.

Experience working with labor, unionized environments, and respect for established processes.

Commitment to equity, inclusion, and belonging for all employees.

Demonstrated ability to give and receive feedback, use employee input to inform decision making, and build a trusting team culture.

Desired Qualifications

Significant rail experience, including rail service delivery, safety requirements, and regulations.

Knowledge of King County and Sound Transit relationship, policies, and procedures.

Experience translating county policies into the rail environment.

Experience leading initiatives that promote equitable outcomes and inclusion.
