Neos is seeking a
Sr. Web Services Developer
for a contract role with our client in Austin, TX. The position is on‑site only, located at 701 W. 51st, Austin, Texas 78751. Remote work is not available.
Responsibilities
Plan, develop, test, and document computer programs, applying knowledge of programming techniques and computer systems.
Evaluate user requests for new or modified programs, such as financial or human resource management systems, clinical research trial results, statistical studies of traffic patterns, or bridge design specifications, to determine feasibility, cost, time, and compatibility.
Consult with users to identify current operating procedures, clarify program objectives, and formulate a plan outlining steps required to develop the program.
Use methodologies such as structured analysis and design or object‑oriented development in the development lifecycle.
Support the Medicaid and CHIP Services (MCS) Business Automation Support unit, overseeing Texas Medicaid & Healthcare Partnership (TMHP) systems and related activities.
Assist with Long‑Term Care (LTC) program systems, Preadmission Screening and Resident Review (PASRR) program, and the Long‑Term Care Online Portal (LTCOP) for the Intellectual and Developmental Disability Habilitative Specialized Services (IHSS) Automation project.
Perform web services development tasks, including planning, developing, testing, and documenting for new or modified programs.
Lead and direct work of others, ensuring independent execution of complicated tasks and overall project success.
Qualifications
8+ years of analysis and development experience throughout the complete software development life cycle, including design, development, testing, integration, and deployment.
8+ years of SQL programming experience and object‑oriented analysis and design.
Experience with Java, J2EE technologies, and interaction with relational databases.
Experience with Web Services, RAD, and WebSphere.
Ability to create, read, and understand Oracle‑based stored procedures or relational database applications.
Experience with system integration testing and applying programming concepts to real‑world scenarios.
Experience facilitating interpersonal interactions involving design, development, testing, peer reviews, and implementation across developers, business analysts, QA teams, and stakeholders.
Experience developing systems test plans, scenarios, processes, schedules, and defect reporting & validation.
Understanding of data structures, data migration/conversion/transformation, and relational/multi‑dimensional database design.
Strong consultative skills: evaluate user requests, develop specifications, and provide clear program plans.
Preferred: 2 years of experience with HHSC systems.
