Protective Services Worker – Public Conservator

City and County of San Francisco – Human Services Agency Under general supervision, positions in class 2940 Protective Services Worker within the Office of the Public Conservator in the Department of Aging and Adult Services provide a broad range of clinical/advocacy services to temporary and permanent conservatees and engage with a multidisciplinary team.

An average caseload is approximately 65 clients, varying with case intensity and program capacity. The target population comprises individuals who are gravely disabled, unable to provide for food, clothing, and shelter due to chronic mental illness and/or chronic alcoholism, or who are involved with the Criminal Justice System and held in jail, state hospitals, or other facilities for those who have committed or are alleged to have committed a crime.

The Office of Conservatorship Services has an average caseload of 700, with roughly half placed outside San Francisco County in locked psychiatric facilities or residential care homes, necessitating travel—approximately 350 miles per month. The 2940 is responsible for managing an independent caseload and is assigned mental health (LPS) conservatorship investigations, including interaction with the Mental Health Court, Public Defender, District Attorney, Department of Public Health, hospitals, jails, and community agencies.

In addition to assessments and recommendations for levels of care, the conservator advocates these recommendations, even when they conflict with other stakeholders. Basic computer skills are required for charting on electronic systems (Avatar and Panoramic) and emailing. Essential Duties and Functions

Conduct investigations to determine eligibility for psychiatric care and services, including interviews and collateral information. Conduct regular in‑person visits in settings such as jail, state hospital, inpatient acute psychiatric units, locked psychiatric treatment centers, skilled nursing facilities, and community settings. Conduct crisis interventions during business hours or after hours. Complete time‑sensitive court reports and provide expert testimony to the Superior Court as needed. Evaluate and approve psychiatric treatment and medications in clients' care plans. Continuously assess placement appropriateness and least‑restrictive level of care. Complete applications and forms related to placement, legal, financial, and medical issues. Use productivity tools such as Microsoft Office Suite for case conferences, presentations, and communication with team members and service providers. Document cases in a clinically significant and timely manner using the digital case management system. Collaborate with other city departments, including Public Health, Police, Jail, and City Attorney’s Office. Qualifications

Education: Master’s in Social Work from a CSWE‑accredited program, or a master’s from a two‑year counseling program (e.g., Marriage and Family Therapy, Clinical Counseling, Mental Health Counseling, Addiction Counseling, Counseling Psychology) that includes a supervised field placement. Experience: Two semesters of graduate field placement providing direct services to elders or adults with physical, cognitive, or mental health disabilities, or six months of post‑baccalaureate professional work experience providing such services. License & Certification: Valid California class C driver’s license and clear MVR; plus one of the following—Licensed Clinical Social Worker (LCSW), Associate Social Worker (ASW) intern, Marriage and Family Therapist (MFT), MFT intern, Professional Clinical Counselor (LPCC), or LPCC intern.

In addition, twelve months of experience working with mental health programs. Pay Range
