The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person‑centered, and recovery‑oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Division Head in their Support Services division to provide direct leadership to programs, supervising staff, interns and volunteers. Makes difficult decisions, solves day‑to‑day unique operational and personnel issues and concerns. Represent support services as a subject matter expert at internal and external meetings. Maintains and develop the programs, policies, and procedures for the support services programs. Directs community engagement and outreach that will continue to grow the program through local, regional, and state support.
Department Hiring Salary Range: $70,486-$81,058
Essential functions include but are not limited to:
Continue the development, expansion, and updates of existing and planned program activities.
Seek and assist in applying for new grants and funding opportunities. Continue to develop program positions for temporary staff, special project staff, and general fund positions.
Develop billable services component for programs. Support and promote the development of the programs and integrate them into other areas of the CSB and the City's work.
Direct the development and writing of Policies and Procedures for the program and submit them to the Executive Director for review and approval prior to implementation.
Directly supervise program staff, volunteers and interns. Ensure that staff complete all necessary training requirements for the Community Services Board as well as the City of Norfolk. Complete monthly supervision with direct reports.
Ensure full program execution by administering direct services across all operational components of various programs. Plan, organize, promote, and support the multi‑faceted community outreach component that currently can include community events.
Monitor billing/revenue, individual staff productivity, and goals and outcomes. Review and analyze program date to set future program goals and standards of service.
Oversees all fiscal activities within the program and monitors program expenses in accordance with approved budgets.
Serves on the CSB leadership team and provides coverage for other Division Heads as well as the Assistant Director as needed.
Performs special projects and assignments as requested by the Executive Director or designee.
Attends staff meetings and facilitates meetings as needed.
Communicates program needs and related issues to the Assistant Director via supervision and other reporting mechanisms.
Acts as a liaison for the program with other agency departments and outside public and private agencies.
Completes the required administrative reports.
Other duties as assigned by the Executive Director or Assistant Director.
Undergraduate degree from an accredited college or university.
2-3 years demonstrated work experience managing teams in one or more areas of expertise. May be required to have specific work experience for assignment into special areas requiring special subject matter knowledge.
Preferred Education/Experience:
Master’s degree in a human services or related field i.e. psychology, social work, or counseling.
2 or more years of experience working with individuals diagnosed with a mental health or substance use disorder or intellectual disability.
Administrative experience to include staff supervision, training, and leadership.
Strong computer skills.
Additional Requirements:
Valid Driver’s License may be required depending on assignment.
CPR certification may be required for some Division Head positions.
Professional certification and licensure may be required for assignment into special areas such as education/outreach programs.
Working Hours: Monday‑Friday 8:30am — 5pm
