The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders, intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. The NCSB is seeking a Management Analyst III to coordinate, direct and manages the operational demands of Personnel Administration to oversee and manage onboarding workflows, initial medical credentialing process, payroll operations and verification, DSS background processing and verification, data analysis and budgetary operations and management. Serves as a resource to the Division Head of Administration and team members regarding a high level of administrative duties and public contacts. Will work collaboratively with supervisors on personnel, payroll and positional management processes and submissions. Plans, implements and coordinates onboarding requirements for interns, volunteers, LUCOM students, residents, temporary workers, and new hires in compliance with all regulatory entities. Adhere to City and NCSB policies and procedures that govern all duties and responsibilities of the Personnel Support Team in conjunction with state and federal regulations and accreditation standards. Provides sufficient detail to support departmental long-term planning, problem-solving, and management action as it related to and supports the Administrative Division. Essential functions include but are not limited to:
Develops, monitors, and evaluates goals, objectives, and procedures for personnel support of a division or areas, plans, manages and establishes database for document tracking and dissemination, leads re-engineering efforts to improve office business practices and implements new procedures and processes regarding payroll, personnel support and positional management functions for the department.
Direct and coordinate activities of the Personnel Support Team by providing guidance regarding personnel support and front desk operations. Oversees personnel support staff in the department or areas; reviews and evaluates performance; plans and coordinates workloads and schedules, evaluates work performed, determines training needs, and recommends various personnel actions.
Oversee departmental personnel support functions including new hire onboarding and orientation, staff training, payroll, temporary employment management, volunteer and intern placements.
Understands, applies and keeps updated on FLSA rules. Implement procedures to ensure personnel and payroll functions are carried out in compliance with federal, state and city regulations and policies.
Oversee the temp worker process to ensure timely and efficient processing of the temp agency invoices received processed from the several temp agencies utilized to fill program vacancies as needed. Manage the accurate submission of weekly timesheets and positional management required to ensure budgetary compliance for each division.
Acts as liaison with internal and external auditors, Office of Budget and Management and central City Finance department. Responsible for ensuring compliance with personnel file management and onboarding requirements.
Oversee the management of organizational changes, location and restructuring changes in PeopleSoft and Power time for NCSB.
Oversee all pre-employment requirements and screening for new hires, interns, volunteers and temps are complete and clear and communicated to supervisors.
Performs professional and administrative personnel support across all HR related areas including recruiting, employee payroll, FMLA, employee relations, compensation, policy and procedures and special projects.
Performs other duties, as assigned.
Work requires broad knowledge in a general professional or technical field.
Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Four years' experience in data analysis or related field; or an equivalent combination of education and experience.
Valid Driver's License may be required depending on assignment
