The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.
Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment and dedicated to supporting a positive work and treatment environment.

The NCSB is seeking a Management Analyst III (Training & Compliance Specialist) to develop and manage agencywide training programs that meet state, federal, and accreditation standards. This role collaborates with supervisors to identify training needs and ensure all staff, contractors, volunteers, and interns are properly trained. Working within the Compliance Division, the training specialist supports orientation, quality improvement, and regulatory adherence, while also assisting with internal audits and policy implementation. This position plays a key role in promoting organizational excellence through effective training and compliance efforts.
Department Hiring Salary Range: $62,732 - $71,987
Essential functions include but are not limited to:
Ensures that the NCSB service delivery system is consumer focused, responsive, user friendly, and provides quality services.
Analyzes training, activities, and outcomes, develop workplan for tracking compliance in collaboration with managers and CSB-IT support for data related items.
Partners with each program to address, create and implement training for overall agency enhancement.
Oversees orientation of new employees by providing structure and support for staff who assist with the training process. Ensure that this monthly event runs efficiently in conjunction with Personnel Supports onboarding process.
Ensures that NCSB employees are compliant with all required trainings.
Monitors and provides support for NCSB's electronic learning system, Relias.
Coordinates Therapeutic Options Behavioral Intervention Program, including but not limited to employees and -train the trainer recertifications.
Provide individual and program training as follow-up to the Compliance Departments recommendations and/or Corrective Action Plan requirements.
Conducts systematic utilization reviews of consumer clinical records and financial/billing records to determine if chart documentation is consistent with billing and reimbursement requirements to assure compliance.
Assists with completion and oversight of external audits. Researches and analyzes regulations and policies for changes that could affect agency operations.
Assists with updating and maintaining Program Manuals,
Proficiency in the CSB electronic health records system which will be utilized with new employee training, implementation within assigned program/position, and scheduled follow-up training as needed on an individual and group basis.
Provides regular and ongoing training to improve documentation and data recording, ensuring compliance with accrediting and regulatory bodies.
Reviews and processes incident reports. Utilizes state database to report incidents that are determined to be critical.
Provides 24‑hour coverage for this reporting process.
As part of the Compliance team, this position works in conjunction with the quality analyst and consumer relations specialist, performing all essential duties, as needed.
Performs other duties, as assigned.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Four years' experience in data analysis or related field; or an equivalent combination of education and experience.
Preferred Education/Experience:
Bachelor's degree in human services, public/business administration, psychology, or urban studies.
The ideal candidate will have two years of experience working with Severely Mentally Ill (SMI), Substance Abuse (SA), Developmental Disability (DD), or co‑occurring populations.
Valid Driver's License may be required depending on assignment
Working Hours: Monday — Friday 8:30 PM - 5:00 PM
