Job Summary This position is located in the Department of Health (DOH).

DOH promotes health, wellness and equity across the district, and protects the safety of residents, visitors and those doing business in the nation’s capital.

This position is located in the District of Columbia Government (District), DC Health (DCH), Environmental Health Administration (EHA), Rodent and Vector Control Division (Division).

The Division is responsible for code enforcement of all regulations under the Division.

The Division’s functions also include the review of cases submitted for civil infraction, criminal sanctions and abatement orders pertaining to the program and the abatement of vectors on public space through the use of environmentally safe rodenticides.

The Division also treats the exterior of private property based on the citizen's permission.

The Division conducts educational outreach programs and provides training to the public and District agencies.

This position is primarily responsible for overseeing the team who is responsible for a wide variety of complex inspections, investigations, enforcements, compliance and related assignments associated with the enforcement of the provisions of governing supporting municipal regulations, the Rodent Control Act of 2000, the Liter Control Regulations (D.C. Law 6-100) and other regulations that may apply to the reduction of food and harborages or the abatement of rodent infestations.

Major Duties And Responsibilities Plans, organizes, and supervises the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations and administrative procedures of the program.

Establishes and manages long‑ and short‑term program goals; develops, analyzes and evaluates new or modified program/management policies, regulations, goals or objectives.

Develops, implements and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; assists in the identification, development and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.

Plans and writes grant applications and manages grant‑funded projects.

Receives and analyzes program reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes.

Monitors the work of and coaches subordinates to improve performance; evaluates and advises on organization, methods and procedures.

Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs while continuing to address major program priorities.

Directs the identification of service gaps, problems and deficiencies, and the development of new program and service strategies to improve, refine or broaden program areas in response to the needs of the agency and the community.

Develops plans and strategies to monitor and evaluate program efficiency and effectiveness based on established goals, outcomes and benchmarks.

Sets performance measures for program area.

Analyzes program data and performance measures in relation to agency, local/state and national objectives for the program area.

Tracks industry trends, local and regional program area issues and District policy to ensure integration of program initiatives.

Serves as a liaison between the agency and/or division, community agencies, citizen groups, developers, property managers, committees and commissions, federal, state and local agencies, authorities and task forces concerning agency program needs, new programs, policies and procedures, and to facilitate progress on specific projects.

Communicates with the public and the media on programmatic and community issues; develops marketing strategies to promote program services.

Qualifications And Education Individuals must possess at least one (1) year of specialized experience equivalent to at least the next lower grade (13) level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Extensive experience leading rodent and vector control, environmental health, or public health programs, including planning, implementation and evaluation of large‑scale initiatives is strongly desired.

Strong working knowledge of federal, District and local public health and environmental regulations, including enforcement authority and compliance monitoring, is strongly desired.

Licenses and Certifications It is strongly preferred that the incumbent hold a valid certification as a pest controller in the use of pesticides and rodenticides in the district.

Working Conditions / Environment The incumbent must be able to carry out official duties in a variety of settings and conditions.

Routine work will occur primarily in an office setting.

Duration of Appointment: MSS At‑Will – This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Pay Plan, Series and Grade: MS‑0340‑13

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.

Position Designation This position has been designated as Security Sensitive.

Residency Requirement (if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
