Job Summary This position is located in the Environmental Health Administration (EHA), Rodent and Vector Control Division. The Division is responsible for the enforcement of all regulations under the Rodent Control Act of 2000, the Liter Control Regulations (D.C. Law 6‑100), and other applicable regulations. It reviews cases for civil infraction and criminal sanctions, oversees abatement orders, and conducts educational outreach and training. The Program Manager will lead a team of inspectors and investigators in ensuring compliance and reducing rodent infestations in public space.

Major Duties And Responsibilities

Plan, organize, and supervise the operation of the Rodent and Vector Control Program in accordance with agency goals.

Develop new programs to support the strategic direction of the agency and advise division managers.

Coordinate work activities, manage resources, and determine allocation to achieve timely outcomes and measurable goals.

Write grant applications, manage grant‑funded projects, and prepare monthly and annual reports.

Monitor work and coach subordinates to improve performance; evaluate organization, methods, and procedures.

Identify service gaps and develop new strategies to improve program areas in response to community needs.

Analyze program data and performance measures against agency, local/state, and national objectives.

Serve as a liaison with community agencies, citizen groups, property managers, and other governmental agencies.

Communicate with the public and media on programmatic and community issues; develop marketing strategies to promote program services.

Qualifications And Education Individuals must possess at least one (1) year of specialized experience equivalent to the next lower grade (13) level. Extensive experience leading rodent and vector control, environmental health, or public health programs, including planning, implementation, and evaluation of large‑scale initiatives is strongly desired. Strong working knowledge of federal, District, and local public health and environmental regulations, including enforcement authority and compliance monitoring, is strongly desired.

Licenses and Certifications It is strongly preferred that the incumbent hold a valid certification as a pest controller in the use of pesticides and rodenticides in the district.

Working Conditions / Environment The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.

Tour of Duty: Monday – Friday, 8:15 am – 4:45 pm

Duration of Appointment: MSS At‑Will – This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status and may be terminated at any time.

Pay Plan, Series and Grade: MS‑0340‑13

Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.

Position Designation: Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

(a) Criminal background check;

(b) Traffic record check (as applicable);

(c) Consumer credit check (as applicable);

(d) Reasonable suspicion drug and alcohol test; and

(e) Post‑accident or incident drug and alcohol test.

Residency Requirement (if applicable): If the position has an annual salary of $150,000 or more, the applicant must establish residency in the District of Columbia within 180 days of the effective appointment date and maintain residency for the duration of the appointment.
