is currently hiring a
Subject Matter Expert - Civil Engineer/Shore Infrastructure
to join our expanding firm to join our U.S. Coast Guard Office of Acquisition Support and Systems Engineering Policy (CG-SID-9) team. This position provides support and oversight to the Program Management Offices of major and non-major systems acquisitions and is the primary point of contact with the Department of Homeland Security (DHS) for the acquisition review process. The ideal candidate will have deep understanding of, and adherence to, relevant acquisition policies and processes pertaining to Civil Engineering/Shore Infrastructure, including Department of Defense (DoD) or USCG shore infrastructure acquisition policies and processes. This position will be at the client site located in Washington, DC.
Duties and Responsibilities
Provide Civil Engineering/Shore Infrastructure Subject Matter Expert (SME) support for policy and process recommendations for major and non-major acquisition programs within Civil Engineering/Shore Infrastructure domain
Assist in the development and improvement of Acquisition policies and guidelines related to major and non-major Civil Engineering/Shore Infrastructure (CE/SI) acquisition programs; identify gaps and inefficiencies in current policies and processes and propose adjustments or new approaches
Assist in the development and maintenance of documentation and briefing templates for CE/SI programs
Provide expert consultation and advice on Shore Infrastructure/Civil Engineering policies and processes, both verbally and in written form
Develop comprehensive reports, white papers, and policy recommendations for improving CE/SI acquisition processes
Participate in meetings and working groups to offer technical advice and support decision-making
Prepare and deliver presentations to senior USCG officials on proposed policy changes and their potential impacts
Requirements Required Qualifications:
Bachelor's degree in civil engineering, structural engineering, construction engineering or similar fields.
Current Secret Clearance or ability to obtain one
15+ years of relevant Civil Engineering/Shore Infrastructure experience
Proficiency with Microsoft Office suite and Coast Guard Standard Workstation applications
Strong oral and written communication skills and the ability to present a polished and professional image to clients
Deep understanding of relevant acquisition policies and processes pertaining to Civil Engineering/Shore Infrastructure, including Department of Defense (DoD) or USCG shore infrastructure acquisition policies and processes
Ability to identify policy gaps and inefficiencies and develop actionable recommendations
Experience developing comprehensive written products including reports, white papers, and policy documents
Highly Desired Qualifications:
Master's degree in civil engineering, structural Engineering, construction engineering or similar fields.
Previous experience supporting USCG or DHS shore infrastructure acquisition programs
Active DHS/USCG Entry of Delivery (EOD) clearance
Experience with DoD shore infrastructure acquisition policies and processes
Demonstrated ability to conduct research on Civil Engineering policy and USCG mission-related topics
Experience briefing senior executives and facilitating working groups
Professional Engineering (PE) license or equivalent credentials such as Civil Engineering Construction Manager Certification (CCM), LEED AP (for federal facility sustainability requirements)
SALARY RANGE:
$120,000 - $150,000
