Location: Airway Heights Correction Center (AHCC)

Salary Range: $6,259 - $8,415 Monthly

The Department of Corrections is seeking an energetic and qualified individual for the position of Plant Manager 3 at Airway Heights Corrections Center. Airway Heights Corrections Center is a 2000+ bed male facility located approximately 10 miles west of Spokane. The prison consists of a facility that houses medium and minimum custody incarcerated individuals (I/I). Reporting to the Facility Manager, this position is responsible for the care and maintenance of 22 buildings and about 98 acres of property in the Minimum Security Unit (MSU) of AHCC. This position supervises staff who supervise other staff as well as staff who supervise offender work crews to support the living conditions and the mission of the Maintenance Department and to provide for the public safety. This position also performs duties as the AHCC Hazardous Waste Coordinator.

Key Responsibilities

Prioritize and assign maintenance and repair of equipment, security systems, phone systems, buildings, utilities, and other maintenance requirements. Perform duties as the AHCC Hazardous Waste Coordinator.

Approve purchase requests for equipment, supplies, and materials.

Plan, assign, review the work, and provide leadership to building trades journey-level skilled supervisors adjusting assignments and schedules responding to fluctuating workloads.

Verify those supervised adhere to policy directives, field instructions, safety programs, local building codes and other regulations.

Approve and track leave usage reporting to the facility manager any abuse.

Assess training needs of staff and arrange for or provide instruction.

Evaluate employee performance and prepare Performance Development plans as well as Position Descriptions for each position.

Resolve staff issues, conduct interviews, and effectively recommend hiring staff.

Comply and enforce safety and security practices, DOC policy, facility operations memorandums.

Comply and enforce local building and mechanical codes, L&I laws, and regulatory requirements.

Maintain a supervisory file on each person in the chain.

Carry OD phone, as part of a rotation and directed by the Facilities Manager, after hours, weekends, and holiday duty as the point of contact in mitigation of emergencies.

Plan, assign, review preventative maintenance and work requested by facility staff for journey-level skilled supervisors performing work in construction maintenance, electrical, plumbing, painting, waste management, HVAC, grounds keeping, painting, auto mechanics, tool control, and custodial work using several means of communication including an electronic work order system, verbal, email, and/or by phone.

Communicate with facility staff when work is delayed.

Be able to gain certification and perform all functions required of Hazardous Waste Coordinator such as disposal, diversion, transportation, packaging, field testing, inventory, record keeping, inspections and tracking of waste.

Approving staff purchase requests for equipment, supplies, and materials ensuring dollar amounts, vendors, and spending authority are correct.

Disseminate requests through proper channels.

Track problems with orders and work to resolve.

Research and provide information and expertise on resource expenditures, labor regulations, and purchasing.

Suggest future projects to keep the facility updated and efficient.

Recommend the need to purchase vehicles and equipment.

Provide information for monthly and quarterly reports on maintenance activities and power failures.

Fill in duties of the Facilities Manager as assigned in their absence.

Approve overtime requests.

Sit in for the Facilities Manager at meetings as assigned.

Qualifications A high school diploma or GED equivalent,

AND

A minimum of 2 years of supervisory experience in the operation and/or maintenance of physical plant in large industrial, commercial, or public establishment which may include high‑pressure heating or power plant,

AND

Knowledge of construction, maintenance, and repair of buildings, grounds, plumbing, electrical systems, building fixtures, and equipment; materials and supplies used in building and equipment maintenance and construction; preparation of plans and specifications for construction and alteration of buildings; occupational hazards and safety precautions,

AND

Ability to: plan, assign, coordinate, and supervise work of maintenance, construction, and operation employees, and inmates; plan long‑range maintenance program; prepare comprehensive reports.
