Health Services Manager 3 (HSM3) - Salary Range: WMS Band 2 Washington Corrections Center, Shelton, WA

The Department of Corrections is seeking a highly motivated and qualified individual for the critical role of Health Services Manager 3 (HSM3) at the Washington Corrections Center (WCC) located in Shelton, WA.

The Health Services Division provides health care administration to a comprehensive, complex health care delivery system. This includes oversight and complete responsibility in each institution for the medical, dental, and mental health facility, intermittent and contract employees consisting of high-level clinical professionals and clinical support staff and providing consultant and advisory services to the Department of Corrections on health care matters. The division provides incarcerated individual constitutional rights to health care while incarcerated and plans for the incarcerated individual’s return to the community as seamlessly as possible. Those incarcerated individuals who will not return to the community will be provided a constitutional level of health care throughout their lives.

Washington Corrections Center is our transition center where all those that are being assigned to DOC come to for initial evaluation and then are sent to other facilities for their care needs. This is a busy facility seeing patients for physicals and transfers. Washington Corrections Center has both inpatient and outpatient clinics that see numerous patients for different health needs and concerns.

Plan, lead, organize, and control the work performed by the Health Care units:

Assure appropriate and optimum use of DOC resources.

Direct and manage complex and diverse health services.

Supervise and coordinate all patients health care and treatment with employed or contract health care professionals and community health care institutions and providers.

Budget planning, development, and management:

Manage a health care budget that is consistent with a cost‑effective delivery system including negotiation, written spending authority, and monitoring of contract compliance acquisition.

Participate in state committees and planning groups to formulate policy.

Monitor, coordinate and negotiate the contracting process for local Client Services Contracts, affiliation agreements and emergency services:

Monitor compliance and ensure all TB tests; maintain a copy of license to do business in Washington State and professional liability insurance.

Other administrative/managerial responsibilities:

Drafts and/or finalizes grievance/complaint responses, personnel actions, reports, information requests and responses for work unit or other government entities. Investigate and obtain resources used in responses and in decision-making process such as DOC policies, procedures, directives, RCW’s, WAC’s and health record information.

Establish office procedures, priorities, and deadlines. Assigns and reviews work performed. Plans for workload coverage; arranges for cross training development.

Review position and personnel transactions, hiring, recommending corrective action, acting upon leave requests and work schedule adjustment requests; approve staff overtime.

Coordinate and/or participate in hiring processes. Implements recruitment plans, screens applications. Develops and prepares questions, schedules candidates, secure interview room, oversees pre‑exposed questions, leads and/or participates on interview panels, conducts reference checks, recommends selection of applicant and compensation according to rules/contracts.

Monitors and ensures compliance with standards for health care, DOC policies, collective bargaining process and impact of state legislative processes:

Review policies and procedures for health care and institution at large and provide input for updating current policies.

Develop, revise, and implement necessary Operations Memorandums.

Implementation of all pertinent division directives.

Co‑chair the facility CQIP Quality Management Committee; local QRR meetings and participates in self‑audit monitoring of data and quality metrics.

Designated facility health authority:

Responsible for determining facility leadership responsibility is delegated equitably.

Responsible for expert collaborative communication with HQ and other executives regarding health services operations and effectiveness.

Lead delivery of healthcare system at the facility to support agency mission:

Direct delivery of agency mission critical healthcare services to patients and coordinate care with resources both internal and external of corrections.

Develop and implement facility strategic long‑term operating plans, goals and objectives in alignment with the Appointing Authority.

Proactively monitor compliance and quality improvement impacting health services.

Analyze, implement for assigned facility health services policies.

Oversee, train and provide work direction to a wide variety of staff including administrative and advanced profession‑based healthcare clinical disciplines.

Assure quality of services operations.

Authorized designee from DOC Health Services Headquarters for operational effectiveness, improvement and monitoring for agency mission implementation:

In consultation with HSA the lead HSM provides feedback, recommendations regarding leadership.

Innovate and collaborate to improve health care services precedent utilizing state‑of‑the‑art tools, resources and evidence‑based methodologies.

Interpret and implement mission‑critical agency initiatives from conceptual or complex state into functional/operational processes at the local facility.

Authorized designee for Health Services communication regarding the facility:

Designated lead for communication with outside agencies which includes notifying family members for seriously ill patients, regulatory entities such as OCO, DRW, DOH, Unions and other community partners.

The successful candidate should have at minimum:

Five (5) years of supervisory management experience in an acute or ambulatory health care system; Extensive experience in leadership and administering health care services in a diverse organizational unit that includes outpatient, inpatient, dental care, optometry, mental health, physical therapy and several professional disciplines.

Analysis – Uses data and information in a clear and rationale thought process to access and understand issues, evaluate options, form accurate conclusions and make decisions. Identifies key facts, understands the nature and relationship between data elements, recognizes underlying principles or patterns in an array of data, determine if additional data should be collected. Uses judgment and critical thinking in the absence of clear guidelines to draw conclusions about further action.

Observation and Inspection – Critically observes and inspects people, conditions and the environment to detect problems. Acutely aware of critical details, alert and attentive when performing other work, understands normal conditions and constantly compares the current status to the norm to identify subtle changes and incremental deviation, makes informed judgment about when a change in current status must occur and determines appropriate action. Uses insight to identify contributing and mediating factors. Understands that documentation and other forms of communication cause others to understand and take appropriate action.

Decisiveness – Makes timely decisions without sacrificing quality even under ambiguous circumstances or when data is limited. Recognizes when a decision must be made and moves forward, delegates decision‑making authority appropriately, advocates for important patient care objectives and finds common ground and solutions among diverse interests.

Desired qualifications include:

Masters in health administration or Master in Business Administration/Master in Public Administration with a Health Services Administration concentration. ACHE certification, a plus.

Bachelor’s degree involving major study in health services or related field.

Extensive prior health care administration in an adult correctional environment or similar institution.

Extensive experience in leadership and administering health care services in a diverse organizational unit that includes outpatient services, inpatient services, dental care, optometry, dietetics, physical therapy and several professional disciplines.

Tuberculosis (TB) is a priority health issue for DOC employees. The successful candidate may be required to provide valid proof of a baseline TB skin test within 60 days from the date of hire. This position may be represented by a bargaining unit.

Must be able to work in spaces, climb stairs, walk long distances, and frequently lift up to 30 pounds. Under rare circumstances this position may be required to lift or carry up to 50 pounds and push up to 100 pounds.

Salary is based on experience and is determined at the time a final offer of employment is made. The salary range listed in the job posting includes Steps A-M. Step M is a longevity step and is typically gained six years after being assigned to Step L in your permanent salary range.
