IT Project Manager (NCS) – BCIT, City of Baltimore Salary Range:

$99,053.00 – $163,237.00 Annually Hiring Range:

$99,053.00 – $131,145.00 Annually

Job Summary We are seeking an experienced IT Project Manager to lead the end‑to‑end planning, execution, and delivery of critical technology initiatives. This individual will be responsible for ensuring projects are completed on time, within scope and budget, while meeting business, technical, and quality standards.

Essential Functions

Define project scope, objectives, timelines, and deliverables aligned with organizational goals.

Build strong relationships with executive sponsors, business leaders, and technical teams; provide clear, timely updates and drive alignment.

Ensure project governance, policies, and reporting practices are followed; maintain transparency and accountability.

Develop and manage project budgets, track expenditures, and optimize resource allocation across teams.

Identify risks, dependencies, and potential conflicts early; develop and execute mitigation strategies.

Oversee creation of project charters, plans, and dashboards; ensure accurate and timely reporting to leadership.

Establish frameworks for contractor and vendor engagement; manage performance and ensure alignment with project objectives.

Apply best practices in project management methodologies (Agile, Waterfall, or Hybrid) to enhance delivery efficiency and outcomes.

Minimum Qualifications Education:

Bachelor's degree in information technology, business, or related field (master's preferred).

Experience:

Minimum 5+ years of IT project management experience delivering complex, cross‑functional projects; proven record of meeting tight deadlines in fast‑paced environments.

Equivalent Experience:

Combination of education and experience that meets or exceeds the above criteria.

Preferred Experience

Experience working in local government, public sector, or highly regulated industries.

Familiarity with large‑scale IT transformations, digital modernization, or enterprise application implementations.

Knowledge, Skills & Abilities

Exceptional leadership, communication, and ability to inspire teams.

Political acumen and skill at navigating complex structures and aligning stakeholders.

Collaborative and adaptable with empathetic approach to diverse teams.

Strong technical knowledge of current and emerging technologies and their application to digital transformation.

Analytical and strategic thinking; ability to anticipate challenges and deliver solutions in resource‑constrained environments.

Experience with PMI PMBOK, PRINCE2, Agile, MSP, or other recognized project/program management frameworks.

Proficiency with project planning and collaboration tools (e.g., Microsoft Project, Jira, Confluence).

Additional Information Background Check:

Eligible candidates will complete authorization for a Criminal Background Check and/or fingerprint verification.

Probation:

All selected candidates must complete a mandatory six‑month probation.

Residency & Financial Disclosure:

The incumbent must reside and be a registered voter of Baltimore City at time of appointment or declare intent to become a resident and voter within six months; must submit financial disclosure within 30 days of hire.
